ABSTRAK Latar belakang penelitian ini adalah semakin buruknya indeks kualitas air sungai diProvinsi DKI Jakarta. Sebab banyak pabrik yang membuang limbah ke sungai,khususnya industri penyepuhan dengan listrik. Masalahnya adalah limbah yangdihasilkan berbahaya saat dibuang langsung ke lingkungan, yaitu seng dan sianida.Senyawa tersebut bersifat toksik dan bioakumulasi di rantai makanan. Tujuan daripenelitian ini adalah untuk mengevaluasi pengelolaan limbah pada proses penyepuhandengan listrik terhadap konsep minimisasi limbah beserta penghematannya, sikappihak terkait terhadap limbah, dan memprediksi peringkat PROPER (ProgramPenilaian Peringkat Kinerja Perusahaan) melalui self assessment. Metode penelitianadalah metode campuran dengan observasi lingkungan, tinjauan dokumen, perhitungan,wawancara, dan kuesioner. Sampel terdiri atas dua belas pekerja penyepuhan denganlistrik dan tiga orang manajemen, dan empat puluh delapan responden dari wargasekitar yang dipilih dengan metode purposive sampling. Data diperoleh denganmenggunakan kuesioner, wawancara, dan analisis laboratorium. Hasil dari penelitianini adalah industri melakukan pengelolaan limbah melalui pengaturan letak dan end-ofpipe treatment, sehingga belum efektif untuk penerapan konsep minimisasi limbah.Perhitungan keuntungan industri disini didapatkan melalui penghematan bahan baku,biaya pengelolaan limbah, dan upah pekerja. Untuk prediksi PROPER, dokumen sudahdilengkapi dan memenuhi kriteria biru. Kesimpulannya adalah proses penyepuhandengan listrik di industri belum efektif dalam melaksanakan minimisasi limbah. Jikaditerapkan konsep minimisasi limbah akan didapat penghematan sebesar Rp392.964.436,00/tahun. Sikap semua pihak adalah memandang kondisi saat ini sudahbaik, sehingga tidak ada usaha perbaikan untuk menuju minimisasi limbah. PrediksiPROPER yang adalah biru dan komitmen terhadap lingkungan berada di level 1berdasarkan penghargaan industri hijau (skor: 57,75). ABSTRACT The background of this study is the worse river water quality index in DKI JakartaProvince. Because many factories dump waste into rivers, especially electroplatingindustry. The problem is that the waste produced is dangerous when disposed ofdirectly into the environment, namely zinc and cyanide. These compounds are toxicand bioaccumulate in the food chain. The purpose of this study was to evaluate wastemanagement in the process of the electroplating with the concept of wasteminimization and its savings, party attitudes related to waste, and predicting PROPER(Company Performance Rating Program) ratings through self assessment. The researchmethod is a mixed method with environmental observations, calculation, documentreviews, interviews, and questionnaires. The sample consisted of twelve electroplatingworkers and three management people, and forty-eight respondents from surroundingresidents who were selected by purposive sampling method. Data were obtained usingquestionnaires, interviews, and laboratory analysis. The results of this study are thatthe industry carries out waste management through setting and end-of pipe treatment,so that it has not been effective in applying the concept of waste minimization.Calculation of industry profits here is obtained through saving raw materials, wastemanagement costs, and workers' wages. For PROPER predictions, documents arecompleted and meet the blue criteria. The conclusion is that the process of gilding withelectricity in the industry has not been effective in carrying out waste minimization. Ifthe waste minimization concept is applied, savings of IDR 392,964,436.00/year will beobtained. The attitude of all parties is to see that the current conditions are good, sothere is no effort to make improvements to waste minimization. PROPER predictionsare blue and commitment to the environment is at level 1 based on green industryawards (score: 57.75). |
