Sebagian besar daerah Indonesia terjadi kekurangan dan kelebihan guru terutama guru PNS. Kekurangan guru menyebabkan terhambatnya proses pembelajaran, sedangkan kelebihan guru mengakibatkan daya serap Anggaran Belanja Negara besar. Kemendikbud wajib melakukan pengendalian formasi guru. Namun Kemdikbud tidak dapat mengendalikan formasi guru nasional sendiri, karena terdapat Kemen PANRB mempunyai tugas menyusun alokasi kebutuhan guru bagi pemerintah daerah kabupaten/kota atau pemerintah daerah provinsi setiap tahun. Setelah Kemen PANRB menetapkan alokasi formasi guru, Pemerintah daerah kabupaten/kota atau pemerintah daerah provinsi mengangkat dan menempatkan guru. Oleh karena Pusat mempunyai kewenangan pengendalian sedangkan pemerintah daerah pengangkatan guru maka perlu adanya sinkronisasi. Kemdikbud menetapkan berbagai kebijakan sebagai standar dalam mengendalikan formasi guru yaitu beban kerja guru, standar proses pendidikan dasar dan menengah, dan alokasi waktu mata pelajaran satuan pendidikan. Kemdikbud melalui Dirjen GTK menyusun Aplikasi SIM Rasio guru. Kemdikbud bekerjasama dengan Kemen PANRB untuk mengendalikan formasi guru dengan memberikan rekomendasi kebutuhan formasi guru kepada Kemen PANRB. Pengendalian formasi masih memerlukan sinkronisasi Pemerintah daerah kabupaten/kota atau pemerintah daerah provinsi mulai dari tahap perencanaan kebutuhan formasi guru, tahap pengajuan kebutuhan formasi guru kepada Kementerian PANRB, dan tahap pengangkatan, penempatan, pemindahan, dan pemberhentian guru. Maka dari itu perlu adanya upaya Pemerintah turun langsung ke daerah membuat program pilot project pada daerah yang bermasalah dan menyelesaikannya serta memberikan pembinaan bagi daerah lainnya.

Ministry of Education and Culture is obliged to regulate teacher formation. However, the Ministry of Education and Culture cannot arrange the formation of the national teachers themselves, because the Ministry of PANRB must regulate the needs of teachers for the district/city or provincial governments every year. After Ministry of PANRB determines teacher allocation, district/city government or local government appoints and places teachers. Because there are two central and regional authorities that are related to the curb of teachers, there needs to be synchronization. Ministry of Education and Culture stipulates various policies which are as standards in controlling teacher formation, namely teacher workloads, standards for primary and secondary education processes, and allocation of subject matter time lessons. The Ministry of Education and Culture through the Director General of Teachers and Education Staff (GTK) arranges the SIM Application to the teacher ratio. Ministry of Education and Culture guides the Ministry of PANRB to regulate teacher formation by giving approval to the needs of teacher formation for the Ministry of PANRB. Formation control needs to be approved by the district/city government or regional government starting from formation teacher planning, submitting teacher requirements for the PANRB Ministry, and teacher appointments, placement, transfer, and dismissal of teachers. The government directly agrees with the region that makes the regional pilot project program which challenges and completes it and provides guidance for other regions. |
