Berbagai mekanisme dilakukan untuk mencegah penyelundupan barang ilegal. Sebagai garda terdepan dalam hal pengawasan barang yang berasal dari luar dan dalam negeri, Direktorat Jenderal Bea Cukai memiliki fungsi yang penting, salah satunya dalam pencegahan penyelundupan Narkotika, Psikotropika dan Prekursor. Seiring dengan berjalannya waktu, penyelundupan mengalami beberapa perkembangan, salah satunya modus operandi. Oleh sebab itu, Direktorat Jenderal Bea dan Cukai menggunakan sistem yang disebut Passanger Analysis Unit (PAU). Melalui sistem yang terintegrasi dalam PAU, analis intelijen dapat memberikan proposisi dasar penangkapan yang mampu menyelundupkan narkoba ke negara. Namun, sejak PAU digunakan, belum ada penilaian mengenai sistem PAU itu sendiri dan penggunaannya yang masih membutuhkan keahlian dari analis intelijen. Mengenai masalah tersebut, peneliti membahas terkait Pemanfaatan Unit Analisis Penumpang (PAU) dalam pencegahan penyelundupan Narkotika, Psikotropika, dan Prekursor. Tujuan dari penelitian ini adalah untuk menggambarkan Sistem PAU untuk mencegah kejahatan Narkotika dan Psikotropika yang digunakan di Indonesia. Penelitian kualitatif ini menggunakan wawancara mendalam dan studi pustaka dalam pembahasannya dengan menggunakan standarisasi dari WCO dan teori pencegahan kejahatan situasional Clarke (1995). Berdasarkan temuan di lapangan, menunjukkan bahwa sistem PAU tidak seperti yang diharapkan. Oleh karena itu, kualitas sistem PAU perlu ditingkatkan untuk mencegah terjadinya kejahatan Narkotika dan Psikotropika.
Various mechanisms are carried out to prevent the smuggling of illegal goods. As the front guard in terms of controlling goods from outside and within the country, the Directorate General of Customs and Excise has an important function, one of which is the prevention of the smuggling of Narcotics, Psychotropic and Precursors. As time went on, smuggling experienced several developments, one of which was the modus operandi. Therefore, the Directorate General of Customs and Excise uses a system called the Passanger Analysis Unit (PAU). Through a system integrated in PAU, intelligence analysts can provide basic arrest propositions capable of smuggling drugs into the country. However, since the PAU was used, there has been no assessment of the PAU system itself and its use which still requires expertise from intelligence analysts. Regarding the problem, the researchers discussed the use of the Passenger Analysis Unit (PAU) in preventing the smuggling of Narcotics, Psychotropics and Precursors. The purpose of this study is to describe the PAU System to prevent Narcotics and Psychotropic crimes used in Indonesia. This qualitative study uses in-depth interviews and literature studies in its discussion using standardization from WCO and Clarke (1995) situational crime prevention theory. Based on the findings in the field, it shows that the PAU system is not as expected. Therefore, the quality of the PAU system needs to be improved to prevent the occurrence of Narcotics and Psychotropic crimes. |
