Latar belakang: Berlakunya Sistem Jaminan Sosial Nasional (SJSN) sejak 1 Januari 2014, menyebabkan banyak rumah sakit swasta bergabung menjadi provider BPJS. Menurut PERSI telah terjadi penurunan kunjungan secara signifikan pada rumah sakit swasta yang tidak bekerjasama dengan BPJS yang mempunyai pangsa pasien kelas menengah dan bawah. Rumah Sakit Ibu dan Anak (RSIA) "Sehat" sedang mempersiapkan kerjasama dengan BPJS Kesehatan, sebagai alternatif pemecahan masalah penurunan revenue rumah sakit seiring dengan meningkatnya kepesertaan JKN.Tujuan penelitian: 1.Menilai kesiapan RSIA "Sehat" untuk bekerjasama dengan BPJS Kesehatan 2.Untuk mengetahui faktor input: men, methods, money, machines, materials dan faktor proses yang mempengaruhi kesiapan RSIA "Sehat" dalam bekerjasama dengan BPJS KesehatanMetode: Penelitian ini menggunakan metode kualitatif, dengan menggunakan data primer dan sekunder. Validasi yang digunakan triangulasi sumber dan metode (wawancara mendalam, observasi dan telaah dokumen. Wawancara mendalam menggunakan 6 informan berdasarkan prinsip kecukupan dan kesesuaian. Penelitiandilakukan pada bulan November sampai dengan Desember 2018 di RSIA "Sehat" Samarinda.Hasil: Belum terpenuhinya faktor input untuk kesiapan kerjasama dengan BPJS kesehatan antara lain disebabkan oleh: kekurangan tenaga SDM dari segi jumlah dan kompetensi, kekurangan sarana dan prasarana untuk integrasi SIMRS dengan SIM BPJS Kesehatan, belum adanya metode persiapan kerjasama rumah sakit dengan BPJS, kurangnya dana. Faktor proses belum berjalan antara lain karena: belum terpenuhinya faktor input, kebijakan pimpinan rumah sakit yang masih inadequat, proses interaksi organisasi belum berjalan dengan baik, serta komitmen organisasi rumah sakit yang belum kuat.Kesimpulan: Rumah sakit ibu dan Anak "Sehat" belum siap bekerjasama dengan BPJS Kesehatan karena belum memenuhi persyaratan administratif serta teknis untuk bekerjasama dengan BPJS kesehatan.Saran: Mengambil alternatif pemecahan masalah terhadap masalah pendanaan,sebagai masalah utama yang dimiliki rumah sakit, untuk selanjutnya memenuhipersyaratan administratif dan teknis supaya rumah sakit memiliki kesiapan untukbekerjasama dengan BPJS Kesehatan.
Background: The entry into force of the National Social Security System (SJSN) since 1 January 2014 has resulted in many private hospitals becoming BPJS providers. According to PERSI, there has been a significant decrease in visits to private hospitals that do not collaborate with BPJS who have a middle and lower class. The Mother and Child Hospital (RSIA) "Sehat" is preparing a collaboration with BPJS Kesehatan as an alternative solution to the problem of declining hospital revenues and increasing JKN participation.Research objectives: 1. Assess the willingness of RSIA "Healthy" to collaborate with BPJS Health 2. Identify input factors: men, methods, money, machines, materials and process factors that influence the willingness of RSIA "Healthy" in collaboration with BPJS HealthMethod: this study uses qualitative methods, using primary and secondary data. Validation of used source and method triangulation (in-depth interviews, observation and document review) In-depth interviews 6 informants were used based on the adequacy and suitability principle. The study was conducted from November to December 2018 in RSIA "Sehat" Samarinda.Results: input factors not yet fulfilled for the willingness to cooperate with BPJS health, caused among other things by: lack of human resources in number and competence, lack of facilities and infrastructure for the integration of information systems between hospitals and BPJS, absence of methods for preparing hospital cooperation with BPJS, lack of funds . Process factors have not yet been implemented, among other things as a result of: the lack of input factors, inadequate hospital leadership policy, organizational interaction processes that did not go well and the involvement of hospital organizations that was not strong.Conclusion: "Sehat" Maternal Child Hospital are not ready to work with BPJS Health because they have not met the administrative and technical requirements to work with BPJS for health.Suggestion: Taking alternative solutions to the financing problem, as the hospital's biggest problem, then meets the administrative and technical requirements, so that the hospital is willing to cooperate with BPJS Kesehatan. |
