ABSTRACT Decentralization that has granted regulating and controlling authorities to the regional government basically provides a chance for innovation in improving the quality of services, prosperity and welfare, as well as social participation. In procedural missteps in the issuance of Mining Authorization Permit (KP) by the regional government which eventually cause environmental damage.practice, not all regional governments are able to exercise these authorities for the intended purposes. Yet, researches at two regions show that decentralization has caused improper authoritative use and unruly natural resources usage in the mining sector. The regional governments power to issue Mining Authorization Permit (KP) is not balanced with the monitoring by the central government and local population.
