ABSTRAK Kebijakan pengembangan PLTU sebagai proyek strategis nasional untuk memenuhi target kebutuhan listrik menimbulkan cukup banyak masalah dan gesekan sosial dengan komunitas sekitarnya. Skripsi ini membahas mengenai tingkat konflik antara perusahaan pengelola PLTU dengan komunitas lokal sekitar yang terdampak oleh aktivitasnya. Sejumlah tulisan yang membahas tingkat konflik antara PLTU dengan komunitas lebih fokus pada dinamika, aktor, resolusi konflik, dan belum banyak membahas implementasi CSR sebagai faktor determinan yang mampu meredam konflik. Di sisi lain cukup banyak studi yang sudah melihat korelasi CSR perusahaan tambang dan migas dengan tingkat konflik atau relasi dalam perspektif . Namun dalam tulisan ini, penulis mencoba menawarkan kebaruan berupa penggunaan variabel persepsi partisipasi implementasi CSR dengan tingkat konflik. Secara eksplanatif penulis berargumen bahwa korelasi antara persepsi partisipasi implemntasi CSR terhadap penurunan tingkat konflik akan semakin kuat pada komunitas yang tinggi partisipasinya dalam tingkat konflik. Menggunakan metode kuantitatif dengan teknik survei, penelitian ini menemukan bahwa terdapat hubungan negatif (berbanding terbalik) antara persepsi masyarakat mengenai persepsi partisipasi dalam implementasi CSR PLTU dengan tingkat konflik perusahaan-komunitas. Secara teoritik hasil penelitian ini memperkuat perspektif CSR yang relational, bahwa persepsi partisipasi implementasi CSR masyarakat menjadi salah satu prasyarat penting agar CSR lebih efektif menetralisir konflik antara perusahaan dengan komunitas sekitarnya yang terdampak. ABSTRACT The policy of developing PLTU as a national strategic project to meet the target electricity needs raises quite a number of problems and social friction with the surrounding communities. This thesis discusses the level of conflict between the corporate managing the power plant and the surrounding local communities affected by its activities. A number of writings that discuss the level of conflict between PLTU and the community focus more on dynamics, actors, conflict resolution, and have not discussed much about the implementation of CSR as a determinant factor that can reduce conflict. On the other hand, quite a number of studies have looked at the CSR correlation of mining and oil and gas companies with the level of conflict or relations in the perspective of Community Relations. But in this paper, the author tries to offer a novelty in the form of the use of the perception of participation in CSR variables with the level of conflict. Explanatively, the author argues that the correlation between the perception of participation in CSR implementation and the decrease in the level of conflict will be stronger in communities with high participation in the level of conflict. Using quantitative methods with survey techniques, this study found that there was a negative (inversely) relationship between public perceptions of perceptions of participation in PLTU CSR implementation and the level of corporate-community conflict. Theoretically the results of this study strengthen the relational CSR perspective, that the perception of participation in the implementation of community CSR is an important prerequisite for CSR to more effectively neutralize conflicts between companies and their surrounding affected communities. |
