Good Governance merupakan salah satu bentuk implementasi keberhasilan pemerintah dalam menyajikan kemudahan sistem pemerintahan bagi publik. Surabaya sebagai kota yang menerima penghargaan cukup banyak dalam hal keterbukaan informasi pemerintah dengan menerapkan sistem Surabaya Single Window (SSW), mengembangkan praktek E-Government dalam bentuk pengelolaan situs web dan media sosial resmi pemerintah yang dikelola oleh Dinas Komunikasi dan Informatika Kota Surabaya. Pengelolaan situs web surabaya.go.id ini merupakan salah satu bentuk strategi komunikasi Pemerintah Kota Surabaya dalam mewujudkan tiga prinsip Good Governance yang dirumuskan oleh United Nations Development Programs (UNDP) yaitu transparansi, partisipasi dan akuntabilitas. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana pemerintah Kota Surabaya mengimplementasikan prinsip Good Governance dalam mengelola situs web surabaya.go.id. Penelitian ini menggunakan metode summative content analysis dengan pendekatan kualitatif. Konsep yang digunakan yaitu Good Governace, Komunikasi Politik (Mc Nair, 2005) dan Reputasi Pemerintah dengan landasan penelitian oleh Local Government Association dan Ipsos MORI yang berfokus pada komunikasi oleh pemerintah pada masyarakat dengan acuan rumusan Sustainable Development Goals (SDGs) untuk menjamin pengelolaan yang berkelanjutan. Pemerintah Kota Surabaya dalam pengelolaan situs web telah memenuhi tiga prinsip Good Governance untuk mewujudkan aspek komunikasi pemerintah pada masyarakat. Namun, ditemukan adanya dominasi oleh figure Walikota Tri Rismaharini dalam sistem reputasi pemerintah Kota Surabaya.

Good Governance is the one of government implementation in presenting government system for public. Surabaya as a city that received quite a lot of awards in terms of Open Government by implementing the Surabaya Single Window (SSW) system, developing E-Government practices in the form of official government website which managed by Dinas Komunikasi dan Informatika Kota Surabaya. The management of surabaya.go.id is one form of Surabaya Government communication strategy in realizing Good Governance principles formulated by the United Nations Development Programs (UNDP), namely Transparency, Participation and Accountability. The purpose of this research is to find out how Surabaya City Government implements Good Governance principles to manage surabaya.go.id. This research uses a summative content analysis method with a qualitative approach. The concepts that used are Good Governance, Political Communication by Mc Nair (2005), Government website as mass media and Government Reputation with a research foundation by the Local Government Association and Ipsos MORI which focuses on communication by the government to the citizen by referring to the role of Sustainable Development Goals (SDGs) to ensure sustainable management. Surabaya City Government in managing website has fulfilled the three principles of Good Governance to realize aspects of government communication to the citizen. However, there was a dominance by the figure of Mayor Tri Rismaharini in the reputation system of the Surabaya City Government.
