Skripsi ini membahas tentang pelaksanaan monitoring dan evaluasi yang dimandatkan kepada Kantor Staf Presiden dalam penyelenggaraan infrastrutktur. Tujuan penelitian ini yakni menganalisis pelaksanaan monitoring dan evaluasi berbasis hasil yang dilakukan KSP terhadap penyelenggaraan infrastruktur. Peneliti menggunakan teori monev berbasis hasil dengan alasan lingkup monev KSP yang sampai kepada manfaat/dampak yang dihasilkan dari proyek infrastruktur. Metode analisis yang digunakan dalam penelitian ini adalah deskriptif-kualitatf dengan berpedoman kepada paradigma post-positivist, sehingga analisis peneliti mengacu pada Operasionalisasi Konsep. Adapun representasi penting dari program infrastruktur pada masa kepemerintahan Presiden Joko Widodo adalah Proyek Strategis Nasional. Dari 200 PSN yang ditetapkan, hingga tahun 2019, yang terbangun belum setengah dari total yang direncanakan. Sementara itu, pelaksanaan monitoring dan evaluasi yang dilakukan KSP merupakan upaya menyukseskan Program Prioritas Nasional, yang mana seharusnya pembangunan infrastruktur ikut terdongkrak. Analisis monev berbasis hasil menunjukkan bahwa masih ada masalah dalam tata laksana monev berbasis hasil dalam tubuh KSP, beserta masalah tumpang tindih kewenangan antar K/L yang melaksanakan monev. masalah-masalah tersebut lah yang mengakibatkan monev tidak efektif, sehingga berimbas pada lambatnya realisasi PSN. Rekomendasi yang peneliti ajukan dalam penelitian ini adalah perbaikan tata laksana monev di dalam kinerja KSP dengan mengikuti pedoman monev berbasis hasil serta mereformasi proses bisnis antar K/L monev untuk menghasilkan tata kelola monev dalam penyelenggaraan infrastruktur yang efektif dan efisien. This thesis discusses the implementation of monitoring and evaluation mandated by the Presidential Staff Office in the implementation of infrastructure. The purpose of this study is to analyze the implementation of results-based monitoring and evaluation conducted by KSP on infrastructure implementation. The researcher used the results-based monev theory with the reason that the scope of KSP monev arrived at the benefits / impacts resulting dari infrastructure projects. The analytical method used in this research is descriptive qualitative by referring to the post-positivist paradigm, so that the analysis of the researcher refers to the Operationalization of the Concept. The important representation of the infrastructure program during the administration of President Joko Widodo is the National Strategic Project. Of the 200 PSN that have been set, until 2019, there have not been half of the total planned. Meanwhile, the implementation of monitoring and evaluation conducted by KSP is an effort to succeed the National Priority Program, which should be boosted by infrastructure development. The results-based monev analysis shows that there are still problems in the management of results-based monev in the KSP body, along with overlapping issues of authority between K / L that carry out monitoring and evaluation. those problems caused the monitoring and evaluation to be ineffective, resulting in the slow realization of PSN. The recommendation that researchers propose in this study is to improve the management of monitoring and evaluation in the KSP performance by following the results-based monev guidelines and reforming business processes between M & E monev to produce monev governance in the implementation of effective and efficient infrastructure development. |
