Jaminan Kesehatan Nasional merupakan hal yang penting bagi masyarakat, namun BPJS Kesehatan mengalami defisit dana Jaminan Kesehatan Nasional. Sebagai upaya untuk mengatasi hal tersebut, BPJS Kesehatan mengeluarkan beberapa opsi kebijakan, salah satunya opsi kebijakan cost sharing untuk penyakit katastropik. Di satu sisi, opsi kebijakan ini tampaknya mampu mengurangi besaran defisit, namun di sisi lain justru akan membebani masyarakat, sehingga penelitian ini bertujuan untuk menganalisis opsi kebijakan cost sharing untuk penyakit katastropik di Jaminan Kesehatan Nasional. Penelitian ini menggunakan teori Dampak Kebijakan Publik Dye (2014), dengan menggunakan pendekatan post-positivis. Data dalam penelitian ini diperoleh melalui wawancara mendalam dan studi pustaka. Teknik pengolahan data dalam penelitian ini adalah kualitatif. Hasil penelitian ini menunjukkan bahwa opsi kebijakan cost-sharing untuk penyakit katastropik akan berdampak positif dan negatif jika diterapkan di Indonesia. Namun pilihan kebijakan cost sharing untuk penyakit katastropik akan lebih berdampak negatif yaitu pada dimensi situasi atau kelompok sasaran, dimensi waktu, biaya langsung, dan biaya tidak langsung. The National Health Insurance is important for the community, but BPJS Kesehatan is experiencing a deficit in the National Health Insurance fund. As an effort to overcome this, BPJS Kesehatan has issued several policy options, one of which is the cost sharing policy option for catastrophic diseases. On the one hand, this policy option appears to be able to reduce the amount of the deficit, but on the other hand it will burden the community, so this study aims to analyze the cost sharing policy options for catastrophic diseases in the National Health Insurance. This study uses Dye's (2014) Public Policy Impact theory, using a post-positivist approach. The data in this study were obtained through in-depth interviews and literature study. The data processing technique in this research is qualitative. The results of this study indicate that the cost-sharing policy options for catastrophic diseases will have positive and negative impacts if implemented in Indonesia. However, the choice of cost sharing policy for catastrophic diseases will have a more negative impact on the dimensions of the situation or target group, the dimension of time, direct costs and indirect costs. |
