ABSTRAK Tesis im membahas mengenai implementasi kebijakan pengawasan padaInspektorat Jenderal Kementenan Hukum dan. Flak Asasi Manusia yaitu denganmenganalisis implementasi kebijakar pengawasan pada Inspektorat JenderalKementenan Hukum dan Hak Asasi Manusia ditinjau dan faktor komunikasisumberdaya disposisi struk ir birokrasi serta komitmen dan kualitaskepemimpinan dan pejabat pelaksana dalam pelaksanaan tugas dan fungsi internalaudit.Penelitian dilaksanakan dengan menggunakan gabungan pendekatan penelitiankuantitatif dan kualitatif (Mix Method) terkait 5 faktor yang terdm dan 4 faktoryang mempengaruhi implementasi kebijakan menurut George C Edwards IIIyaitu komunikasi sumberdaya disposisi dan struktur birokrasi ditambah denganfaktor komitmen dan kualitas kepemimpinan dan pejabat pelaksana sebagaimanadikemukakan oleh Damel Mazmaman dan Paul k Sabatier.Hasil penelitian menujukkan implementasi kebijak_an pengawasanInspektorat Jenderal Kementenan Hukum dan HAM RI di tinjau dan faktorkomunikasi faktor sumberdaya faktor disposisi/kecenderungan pelaksana faktorstruktur birokrasi serta faktor komitmen dan kualitas kepemimpinan pejabatpelaksana masih belum mencapai kondisi yang ideal khususnya faktorsumberdaya ketersediaan sumber daya manusia yang memadai baik dalam segijumlah keahlian pengetahuan dan persyaratan untuk mendukung pelaksanaankebijakan pengawasan serta sarana dan prasarana yang memadai dalammendukung implementasi kebijakan pengawasan dan konsistensi perintahperintah untuk mengimplementasikan kebijakan pengawasan sehingga perludiperbaiki dan dievaluasi. ABSTRACT This thesis discusses the implementation of control policies on the InspectorateGeneral of the Mimstry of Law and Human Rights is to analyze theimplementation of control policies on the Inspectorate General of the Mimstry ofLaw and Human Rights m tenns of factors of commumcation resourcesdisposition the bureaucratic structure and the leadership quality and commitmentof implementmg officials m the perlormance ot duties and mtemal auditrunctions.This study uses a combination of quantitative and qualitative research approach(Mix Method) 5 related factor consistmg of four factors that mfluence theimplementation of policies by George C Edwards III namely commumcationresources disposition and bureaucratic structure ccupled with the commitmentand the quahty factor of the leadership of executive officers as argued by DamelMazmaman and Paul A Sabatier.The results showed that the implementation of control policies of the InspectorateGeneral of the Mimstry of Law and Human Rights m terms of commumcationfactors resource factors factors disposition / mchnation executi /e bureaucraticstructure factors and factors of commitment and leadership qualities executiveofficer has yet to reach the ideal condihons particularly resource factors ,availabihty of adequate human resoui ces both m terms of the number expertiseknowledge and requirements to support the implementation of control policiesanu facilities that are adequate to support the implementation of control policiesand consistency of commands to implement conUol policies so lt needs to beimproved and evaluated. |
