ABSTRAK Defisit yang dialami oleh BPJS-Kesehatan sebagai pelaksana program JKN diperkirakan mencapai Rp16.5 triliun. Salah satu upaya pemerintah dalam mengatasi defisit yang terjadi pada BPJS-Kesehatan, memberikan dana talangan sebesar Rp. 4.9 triliun namun upaya tersebut belum mengatasi akar penyebab dari defisit itu sendiri. Diungkapkan bahwa bahwa salah satu penyebab terjadinya defisit adalah besaran iuran belum sesuai dengan perhitungan aktuaria. Penelitian ini akan mengidentifikasi besaran ability to pay (ATP) iuran jaminan kesehatan nasional dengan menggunakan data Susenas 2017 dengan unit analisis rumah tangga di seluruh Indonesia.Hasil didapatkan median ATP masyarakat Indonesia pada tahun 2017 adalah sebesar Rp 131.902 per rumah tangga. Dari besaran median ATP didapatkan nilai per orang per bulan adalah Rp 39.000. Apabila iuran ditetapkan sebesar Rp 42.714 per orang per bulan hanya ada 34.69% rumah tangga yang mampu membayar iuran. Hipotesis terbukti bahwa faktor sosial demografi, faktor kesehatan, faktor sumberdaya secara statistik berhubungan dengan besaran ATP dan dari keseluruhan variabel independen, variabel yang paling berpengaruh terhadap besaran ATP adalah status sosial ekonomi. ABSTRACT The deficit experienced by BPJS-Kesehatan as the executor of the JKN program is estimated to reach IDR 16.5 trillion. One of the government's efforts in overcoming the deficit that occurred in BPJS-Kesehatan, provided a bailout of Rp. 4.9 trillion but these efforts have not overcome the root causes of the deficit itself. It was revealed that one of the causes of the deficit was the amount of contributions not in accordance with actuarial calculations. This study will identify the ability to pay (ATP) of national health insurance contributions by using Susenas data with household analysis units throughout Indonesia.The results obtained in the median ATP of Indonesian people in 2017 amounted to Rp 131.902 per household. From the median ATP amount, the value per person per month is Rp 39.000. If the contribution is set at Rp 42.714 per person per month, there are only 34.69% of households that are able to pay contributions. The hypothesis is proven that social demographic factors, health factors, resource factors are statistically related to the amount of ATP and from the overall independen variables, the most influential variable on ATP is socioeconomic status. |
