Pemisahan waktu pemungutan suara dalam pemilihan umum presiden dengan pemilihan legislatif sering menghasilkan pemerintahan yang terbelah pada pemerintahan dalam sistem presidensial. Kondisi tersebut dikarenakan hasil yang tidak kongruen antara hasil dari pemilihan presiden dengan hasil dari pemilihan legislatif. Komposisi yang terbentuk memunculkan presiden seringkali tidak didukung oleh kekuatan suara mayoritas di parlemen dan hal tersebut dapat menyebabkan pemerintahan yang tidak stabil dan efektif. Ditambah kondisi multipartai yang tumbuh seiring jalannya pemerintahan presidensialisme diIndonesia. Maka dari itu ide desain pemilihan umum serentak memungkinkan akan menghasilkan efek ekor jas bagi partai politik yang terpilih di dalam pemiihan umum legislatif. Efek ekor jas tersebut merupakan suatu kondisi pemilih yang cenderung memiliki kesamaan dalam memilih partai politik yang mengusung calon presiden yang didukungnya, sehingga komposisi partai politik yang lolos di parlemen akan kongruen dan Presiden terpilih memiliki dukungan mayoritas. Penerapan ambang batas presiden dalam konteks pemilihan umum serentak bertujuan untuk membatasi jumlah kandidat calon presiden sehingga nantinya fragmentasi partai politik di parlemen tidak semakin banyak dengan demikian pemilihan umum serentak dapat berlangsung secara efektif dan dapat menghasilkan stabilitaspemerintahan. Separation of the time of voting in presidential elections with legislative elections often results in a divided government in a presidential system. This condition is due to the incongruent results between the results of the presidential election and the results of the legislative elections. The composition formed to bring up a president is often not supported by the power of the majority vote in parliament and this can lead to an unstable and effective government. Coupled with multiparty conditions that have grown along with the presidential government in Indonesia. Therefore, the idea of a simultaneous general election design that will produce coattail effects for the political parties elected in the legislative election. The coattail effect is a condition of voters who tend to have similarities in choosing political parties that carry the presidential candidates they support,so that the composition of political parties that qualify in parliament will be congruent and the elected President has majority support. The application of presidential threshold in the context of simultaneous general elections aims to limit the number of candidates for presidential candidates, later the fragmentation of political parties in the parliament does not increase, so that simultaneous general elections can take place effectively and can produce governmentstability. |
