Program Bantuan Operasional Sekolah Daerah atau yang lebih dikenal dengan BOSDA merupakan program bantuan yang diberikan oleh Pemerintah Kota Bekasi untuk membiayai operasional sekolah di Kota Bekasi. Namun berbeda dengan daerah lain, Pemkot Bekasi menganggarkan Program BOSDA ini untuk diberikan kepada madrasah di tingkat MI dan MTs, baik swasta maupun negeri. Berbeda dengan madrasah swasta, madrasah negeri selalu menerima dana BOSDA rutin setiap tahun, dan jumlahnya sama dengan sekolah negeri. Oleh karena itu, penelitian ini bertujuan untuk menganalisis efektivitas pelaksanaan program BOSDA Pemerintah Kota Bekasi pada MTsN 1 dan MIN Kota Bekasi serta faktor-faktor yang mempengaruhinya. Penelitian ini menggunakan pendekatan post-postivis dengan jenis penelitian deskriptif. Teknik pengumpulan data dalam penelitian ini juga adalah wawancara mendalam dan studi pustaka. Hasil penelitian ini menunjukkan bahwa pelaksanaan program BOSDA Pemerintah Kota Bekasi di kedua madrasah berbeda yang berdasarkan analisis pelaksanaan program BOSDA MTsN 1 Kota Bekasi kurang efektif sedangkan di MIN Kota Bekasi pelaksanaannya program BOSDA dapat dikatakan cukup efektif. Hal ini diketahui dari hasil analisis 4 dimensi yaitu di MTsN I Kota Bekasi hanya memenuhi 1 dimensi yaitu dimensi sosialisasi program dan 3 dimensi lainnya yaitu ketepatan sasaran program, proses pencapaian tujuan dan monitoring program. Sedangkan di MIN Kota Bekasi, dari 4 dimensi tersebut, 2 dimensi terpenuhi yaitu dimensi ketepatan sasaran program dan sosialisasi program, sedangkan 2 dimensi tidak terpenuhi yaitu proses pencapaian tujuan dan pemantauan program. Kemudian dalam mengukur efektivitas pelaksanaan program dipengaruhi oleh 2 faktor yaitu faktor internal dan faktor eksternal. Faktor internal ini adalah tim pengelola MTsN 1 Kota Bekasi yang berkompeten namun berbeda dengan MIN Kota Bekasi yang bisa dikatakan tidak kompeten, apalagi di Dinas Pendidikan Kota Bekasi yang bahkan belum memiliki tim pengelola khusus. Proses kerjasama dan komunikasi antara Dinas Pendidikan dan madrasah tidak dapat dilakukan secara langsung karena harus melalui sektor Pendidikan Madrasah Kementerian Agama Kota Bekasi. Kemudian faktor eksternal yaitu jaringan relasi yang dilakukan oleh pihak madrasah (MIN Kota Bekasi dan MTsN 1 Kota Bekasi), Dinas Pendidikan, Kementerian Agama Kota Bekasi dan orang tua siswa, meskipun orang tua siswa tidak terlibat. dalam ikut serta dalam pelaksanaan program BOSDA. Kemudian sebagai pendukung program BOSDA, tidak ada peraturan dari Walikota Bekasi, hanya Petunjuk Teknis yang berubah setiap tahun.
The Regional School Operational Assistance Program or better known as BOSDA is an assistance program provided by the Bekasi City Government to finance school operations in Bekasi City. However, unlike other regions, the Bekasi City Government has budgeted for this BOSDA Program to be given to madrasas at the MI and MTs levels, both private and public. In contrast to private madrasah, public madrasah always receive regular BOSDA funds every year, and the amount is the same as public schools. Therefore, this study aims to analyze the effectiveness of the implementation of the Bekasi City Government BOSDA program at MTsN 1 and MIN Bekasi City and the factors that influence it. This study uses a post-postivist approach with a descriptive type of research. Data collection techniques in this study are also in-depth interviews and literature study. The results of this study indicate that the implementation of the Bekasi City Governments BOSDA program in the two different madrasas based on the analysis of the implementation of the Bekasi City MTsN 1 BOSDA program is less effective, while in the Bekasi City MIN, the implementation of the BOSDA program can be said to be quite effective. This is known from the results of the 4-dimensional analysis, namely at MTsN I Bekasi City only fulfills 1 dimension, namely the program socialization dimension and 3 other dimensions, namely the accuracy of program targets, the process of achieving goals and program monitoring. While in MIN Bekasi City, of the 4 dimensions, 2 dimensions are met, namely the dimensions of program targeting and program socialization, while 2 dimensions are not fulfilled, namely the process of achieving goals and program monitoring. Then in measuring the effectiveness of program implementation is influenced by 2 factors, namely internal factors and external factors. This internal factor is the management team of MTsN 1 Bekasi City which is competent but different from the Bekasi City MIN which can be said to be incompetent, especially at the Bekasi City Education Office which does not even have a special management team. The process of collaboration and communication between the Education Office and madrasas cannot be carried out directly because it must go through the Madrasah Education sector of the Ministry of Religion of Bekasi City. Then the external factor is the network of relationships carried out by the madrasah (MIN Bekasi City and MTsN 1 Bekasi City), the Education Office, the Bekasi City Ministry of Religion and parents of students, even though the students' parents are not involved. in participating in the implementation of the BOSDA program. Then as a supporter of the BOSDA program, there are no regulations from the Mayor of Bekasi, only the Technical Guidelines that change every year. |
