ABSTRAK Sukuk adalah salah satu instrumen keuangan syariah yang dimanfaatkan untuk pembiayaan infrastruktur di Indonesia. Tetapi sejak 2013 sampai 2018, penerbitan sukuk untuk pembiayaan infrastruktur masih rendah dibanding nilai underlying asset yang tersedia yakni nilai investasi infrastruktur yang dibutuhkan dan aset BMN yang dimiliki negara. Melihat hal itu, maka dibutuhkan evaluasi guna mengoptimalkan implementasi sukuk negara untuk pembiayaan infrastruktur. Penelitian ini bertujuan untuk melihat masalah implementasi sukuk negara untuk pembiayaan infrastruktur di Indonesia dan mengusulkan solusi serta strateginya dengan metode Analityc Network Process. Hasilnya menunjukan bahwa prioritas masalah aspek obligor adalah risiko, prioritas masalah aspek inisiator adalah proyek, prioritas masalah aspek investor adalah pengetahuan produk. Prioritas solusi aspek obligor adalah risiko, prioritas solusi aspek inisiator adalah proyek, prioritas solusi aspek investor adalah pengetahuan produk. Setiap kriteria masalah dan solusi memiliki sub kriteria rinci untuk dipertimbangkan. Prioritas strategi yang ditawarkan 1. Sinergi 2. Inovasi dan 3. optimalisasi penggunaan TI. ABSTRACT Sukuk is one of the sharia financial instruments used to finance infrastructure in Indonesia. But from 2013 to 2018, the issuance of sukuk for infrastructure financing was still low compared to the value of available underlying assets, the value of infrastructure investment needed and BMN assets owned by the state. Seeing this, an evaluation is needed to optimize the implementation of state sukuk for infrastructure financing. This study aims to look at the problem of implementing state sukuk for infrastructure financing in Indonesia and propose solutions and strategies using the Analytical Network Process method. The results show that the priority problem of the obligor aspect is risk, the priority problem of the initiator aspect is the project, the priority problem of the investor aspect is product knowledge. The priority solution of the obligor aspect is risk, the priority solution of the initiator aspect is the project, the priority solution of the investor aspect is the product knowledge. Each problem criterion and solution has a detailed sub criteria to consider. Strategy priorities offered 1. Synergy 2. Innovation and 3. optimizing the use of IT. |
