ABSTRAK Penelitian ini bertujuan untuk mengetahui pengaruh DAK Afirmasi terhadap perekonomian daerah di Indonesia. Tambahan DAK Afirmasi diharapkan dapat mendukung pemerataan infrastruktur dan layanan dasar dan mendorong percepatan pembangunan di daerah tertinggal, kawasan perbatasan, pulau terluar, dan kawasan trasnmigrasi. Penelitian ini menggunakan data panel 491 kabupaten kota pada tahun 2011-2018, dengan metode estimasi fixed effect. Hasil empiris menunjukkan bahwa DAK Afirmasi belum memberikan pengaruh positif terhadap PDRB per kapita, dimana hasilnyabelum menangkap pengaruh reliable optimisticdari DAK Afirmasi, karena dari jumlah daerah penerima dan non penerima DAK Afirmasi memang tidak setara terutama untuk daerah non penerima yang rata-rata memiliki PDRB per kapita yang lebih tinggi dibandingkan daerah penerima. Pengaruh DAK Afirmasi khususnya pada daerah penerima memang belum menunjukkan hasil yang menjanjikan terhadap PDRB per kapita. Hasil penelitian ini juga menunjukkan bahwa dampak pemberian DAK Afirmasi sangat kecil terhadap daerah penerima, sehingga posisi daerah penerima DAK Afirmasi masih termasuk dalam kategori daerah tertinggal (lagging region). ABSTRACT This study aims to determine the effect of Affirmations Special Allocation Fund (Affirmations SAF) on the regional economy in Indonesia. Additional Affirmations SAF is expected to support the distribution of infrastructure and basic services and encourage the acceleration of development in disadvantaged areas, border areas, outer islands, and transmigration areas. This study uses panel data of 491 municipal/districts in 2011-2018 and using the fixed effect estimation method. Empirical results show that Affirmation DAK has not had a positive effect on per capita GRDP, where the results have not captured the reliable optimistic effect of Affirmations SAF, because of the number of recipients and non-recipient Affirmations SAF regions are indeed not equal, especially for non-recipient regions that on average have a GRDP per capita higher than the receiving area. The influence of Affirmations SAF, especially in the receiving regions, has not shown promising results on per capita GRDP. The results of this study also show that the impact of giving Affirmation SAF is very small on the recipient area, so the position of the area of the Affirmation SAF recipient is still included in the lagging region category. |
