Abstract
Tesis ini membahas pengalaman yang tercermin dalam perilaku tenaga teknis
perpustakaan Subbagian Penyusunan Program dan Anggaran PPDA Perpustakaan
Nasional RI dalam memaknai proses perencanaan yang setiap hari dilakukannya.
Penelitian ini menggunakan pendekatan penelitian kualitatif dengan metode
fenomenologi. Dalam penelitian ini pengumpulan data dilakukan dengan pengamatan
secara langsung dan partisipatif, disertai dengan wawancara mendalam dan analisis
dokumen terkait dengan proses perencanaan yang dilakukan sejak bulan Januari hingga
September 2019. Hasil penelitian mengungkapkan bahwa perilaku tenaga teknis
perpustakaan di subbag PPDA pada saat proses perencanaan menemukan kendala
terutama pada tahap penentuan tujuan terkait dengan partisipasi dan kesesuaian tujuan.
Penelitian ini menyimpulkan bahwa tenaga teknis perpustakaan subbag PPDA
memaknai pengalaman mereka tentang proses perencanaan terkait interaksi dengan para
stakeholders Perpustakaan Nasional menunjukkan adanya perilaku komunikasi positif
yang menghasilkan kesepakatan dan kesadaran bersama bahwa perencanaan merupakan
proses penting dalam mewujudkan tujuan Perpustakaan Nasional sebagai lembaga,
namun pengalaman para tenaga teknis perpustakaan di subbag PPDA dalam kaitannya
dengan peran sebagai penyusun program menunjukkan adanya pengalaman yang negatif
sehingga menimbulkan kesadaran diskursif bahwa proses perencanaan memerlukan
pengetahuan yang komprehensif mengenai bidang kepustakawanan.
The thesis discussed the experiences reflected in behavior of library technical staff on Program and Budget Arrangement Subdivision PPDA at the National Library of Indonesia in interpreting the planning process of librarianship that is carried out every day. The study used a qualitative research approach with the phenomenology method. Data collection was carried out by observation directly and participatory, in-depth interviews and document analysis relating to the planning process since January to September 2019. The result of this study was that the behavior of library technical staff on the PPDA Subdivision during the planning process found obstacles especially at the goal setting stage related to participation and goal conformity. The study concluded that the library technical staff in PPDA Subdivision interpret their experience of the planning process related to interaction with the National Library stakeholders showing positive communication behavior that results in mutual agreement and awareness that the planning is an important process in realizing the National Library goals as an institution, but the experience of the library technical staff in the PPDA Subdivision in relation to the role of the program compiler showed a negative experience that created discursive awareness that the planning process required comprehensive knowledge about the librarianship.
