ABSTRAK Perkembangan teknologi penyiaran menghadirkan digitalisasi penyiaran televisi di Indonesia. Hal tersebut mengharuskan seluruh lembaga penyiaran televisi beralih teknologi dari analog menuju digital. Pemerintah awalnya menetapkan analogue switch off pada tahun 2018, namun hal tersebut tidak terealisasi akibat terganjal oleh ketiadaan regulasi terkait digitalisasi penyiaran. Penelitian ini menganalisis Kesiapan Direktorat Penyiaran Kemkominfo Dalam Menghadapi Digitalisasi Televisi Menurut Perspektif Organisasi Pembelajaran. Dalam menganalisis organisasi pembelajaran dalam kesiapan menghadapi digitalisasi penyiaran televisi, penulis menggunakan teori pembelajaranOADI yang dikemukakan oleh Daniel H. Kim. Tujuan penelitian adalah untuk menganalisis kesiapan direktorat penyiaran kemkominfo dalam menghadapi digitalisasi televisi menurut perspektif organisasi pembelajaran. Penelitian ini menggunakan pendekatan postpositivis dengan metode kualitatif dengan teknik pengumpulan data berupa wawancara mendalam dengan informan terkait. Hasil dari data dan informasi yang diperoleh dianalisis dengan menggunakan teknik analisis ilustratif. Dari hasil penelitian diperoleh hasil bahwa (1) kesiapan Direktorat Penyiaran dalam menghadapi digitalisasi penyiaran televisi masih terlihat kurang. (2) Perspektif organisasi pembelajaran belum diterapkan oleh direktorat penyiaran dalam kesiapan menghadapi digitalisasi televisi. ABSTRACT The development of broadcast technology brings about the digitalization of television broadcasting in Indonesia. This requires all television broadcasters to switch technology from analog to digital. The government initially set the analogue switch off in 2018, but this was not realized due to being hampered by the absence of regulations related to broadcast digitalization. This study analyzes the readiness of the directorate of broadcasting in facing of television digitalization according to the perspective of the learning organization. In analyzing learning organizations in readiness to face the digitalization of television broadcasting, the author uses OADI learning theory putforward by Daniel H. Kim. The purpose of the study was to analyze the readiness of the directorate of broadcasting in facing television digitization according to the perspective of the learning organization. This study uses a postpositivist approach with qualitative methods with data collection techniques in the form of in-depth interviews with relevant informants. The results of the data and information obtained were analyzed using illustrative analysis techniques. From the results of the study, it was obtained that (1) the readiness of the Broadcasting Directorate in facing the digitalization of television broadcasting was still lacking. (2) The perspective of the learning organization has notbeen applied by the broadcasting directorate in readiness to face television digitalization. |
