Aktivitas pekerjaan pada proyek konstruksi dapat mengalami gangguan yang dikarenakan oleh berbagai hal, salah satu penyebabnya adalah terjadinya kecelakaan kerja. Identifikasi dan analisa awal potensi bahaya pada setiap paket pekerjaan, metode pelaksanaan, aktivitas pekerjaan, sumber daya dan lingkungan yang ada dapat mencegah terjadinya kecelakaan kerja. Tetapi penerapan sistem manajemen keselamatan dan kesehatan kerja masih belum maksimal, hal ini dikarenakan tidak adanya anggaran terpisah pada sektor ini. Sehingga, pembiayaan pada sistem manajemen ini diambil dari anggaran proyek, yang menyebabkan berkurangnya keuntungan perusahaan konstruksi. Penelitian ini bertujuan untuk mengidentifikasi potensi bahaya dan risiko serta pengendaliannya, mengidentifikasi dan mengembangkan sasaran dan program K3, mengidentifikasi dan menganalisis komponen biaya K3 serta menghitung biaya K3 pada proyek infrastruktur bendungan. Penelitian ini menggunakan pendekatan kualitatif dan analisis deskriptif. Survey kepada ahli dan responden digunakan untuk mendapatkan data primer, sedangkan data sekunder biaya K3 existing diperoleh dari proyek dengan teknik accidental sampling. Potensi bahaya terjatuh dari ketinggian adalah potensi bahaya dengan nilai risiko tertinggi. Pengendalian yang dilakukan adalah pengendalian administratif dan penggunaan APD dan APK. Struktur komponen biaya K3nya termasuk biaya khusus K3. Dari hasil perhitungan biaya K3 pada 3 proyek, diperoleh biaya K3 rata-rata sebesar 1,27% atau lebih tinggi dari kebijakan beberapa perusahaan BUMN.
Work activities on construction projects can experience problems caused by various things, one of which is the occurrence of workplace accidents. Early identification and analysis of potential hazards in each work package, implementation method, work activities, resources and the existing environment can prevent work accidents from occurring. But the application of an occupational health and safety management system is still not optimal, this is due to the absence of a separate budget in this sector. Thus, financing in this management system is taken from the project budget, which causes a reduction in the profits of the construction company. The objectives of the study are to identify the potensial hazards, risk assessment and to identify the risk controls, to identify the safety objectives and programmes, to identify and to analyze the safety cost components and also to calculate the total of safety cost. This research is used qualitative approach and descriptive analysis. Surveying to the experts and respondents is used to get primary data, and the secodary data for existing safety cost is obtained from the projects with accidental sampling technique. Falling from height is the highest risk. The risk controls which can do are administrative controls and using PPE and Wor Potective Equipment. The safety cost compoonets is categorized as safety specific cost. The safety cost calculation results from 3 project samples are 1,27% or higher than the policy of some construction state owned company. |
