Pemanfaatan teknologi saat ini sedang berkembang sangat pesat. Penggunaan teknologi ternyata memiliki dampak pada peningkatan kompleksitas dalam sebuah sistem sehingga muncul risiko-risiko yang komplek. Manajemen risiko dipraktikkan untuk menangani dampak yang ditimbulkan oleh sebuah risiko. Pada perkembangannya, manajemen risiko tidak hanya fokus pada tindakan mitigasi risiko tapi juga membentuk sistem menjadi lebih resilien terhadap risiko. Resiliensi sendiri diartikan sebagai kemampuan sebuah sistem untuk tetap bertahan atau mudah kembali seperti sebelum terjadinya gangguan. Tingkat resiliensi sebuah sistem kini menjadi isu yang sangat penting karena tidak semua risiko mampu dihindari. Disisi lain, kajian tentang pengukuran tingkat resiliensi suatu sistem pengadaan pemerintah hingga saat ini belum pernah dilakukan. Ada bentuk unik dari sebuah proses pengadaan pemerintah. Proses pengadaan pemerintah menggunakan konsep Good Governance dengan membentuk publik sebagai stakeholder sehingga pemerintahan dapat berjalan secara lebih professional. Oleh karena itu tulisan ini mencoba menjelaskan faktor-faktor yang terlibat dalam penentuan tingkat resiliensi sebuah sistem rantai pasok serta merancang sebuah kerangka kerja yang dapat dipergunakan untuk menghitung tingkat resiliensi sebuah sistem. Kajian literatur digunakan sebagai dasar menentukan faktor-faktor penentu tingkat resiliensi dan pembentukan kerangka kerja perhitungan resiliensi sebuah sistem. Kerangka kerja tersebut dapat digunakan untuk sistem rantai pasok secara umum Pada tulisan ini kerangka kerja digunakan untuk menilai tingkat resiliensi sistem pengadaan pemerintah Kota Surabaya. Berdasarkan kajian literatur yang telah dilakukan disimpulkan bahwa indikator tingkat resiliensi sistem ada 3, yaitu: kecepatan sistem dalam mendeteksi, merespon dan kembali kondisi awal sistem sebelum risiko itu terjadi atau tingkatan stabilitas baru yang dapat diterima oleh sistem. Pada sistem pengadaan pemerintah sistem dikatakan resilien jika terlah ada sistem terintegrasi yang mengakomodasi aturan untuk menajemen risiko. Utilization of current technology. Resilient itself is defined as the ability of a system to survive or easily back as before the interruption. Resilience rate system is now a very important issue because not all risks can be avoided. On the other hand, a study of measuring the level of resilience of a government procurement system to date has never been conducted. There is a unique form of a government procurement process. The government procurement process uses the concept of Good Governance by forming the public as a stakeholder so that the government can run more professionally. Therefore, this paper tries to explain the factors involved in determining the level of resilience of a supply chain system and design a framework that can be used to calculate the level of resilience of a system. The literature review is used as a basis for determining the determinants of resilience levels and establishing a system for calculating the resilience of a system. The framework can be used for the general supply chain system. In this paper the framework is used to assess the level of resilience of the Surabaya City government procurement system. Based on the literature review, it has been concluded that there are 3 indicators of system resilience level, namely: the speed of the system in detecting, responding and returning to the initial condition of the system before the risk occurs or a new level of stability that can be accepted by the system. In a government procurement system, the system is said to be resilient if there is an integrated system that accommodates rules for risk management. |
