Kebijakan Dana Desa memiliki proses formulasi yang dinamis sehingga tercermin dalam implementasinya sejak tahun 2015. Dana Desa yang diamanatkan melalui Undang-Undang No. 6 Tahun 2014 tentang Desa, kerap memiliki kendala yang dihadapi baik dari segi implementasi maupun pada saat formulasi kebijakan. Permasalahan seperti kapasitas desa yang belum mumpuni hingga distorsi kebijakan menjadi poin penting untuk menilik lebih jauh mengenai proses dalam formulasi kebijakan Dana Desa. Oleh karena itu, penulis membahas formulasi kebijakan melalui proses interaksi antar aktor dan faktor yang menentukan keberhasilan dalam membangun kebijakan Dana Desa. Tujuan penelitian ini adalah untuk menggambarkan faktor yang menentukan keberhasilan interaksi antar aktor dan menggambarkan bentuk jaringan dalam formulasi kebijakan Dana Desa dalam perspektif network governance. Penelitian ini menggunakan pendekatan post-positivist. Data yang digunakan berasal dari wawancara mendalam serta beberapa studi kepustakaan pada data sekunder.Hasil penelitian menunjukkan bahwa pada analisis faktor keberhasilan terdapat lima indikator keberhasilan dalam proses formulasi kebijakan Dana Desa, yaitu kepercayaan yang kuat, jumlah partisipan yang tidak kompleks, aktor memiliki kondisi yang sama untuk mencapai tujuan bersama, kompetensi antar aktor yang saling menguatkan serta kemampuan merespon permintaan eksternal. Kemudian ditemukan juga faktor lain yang menjadi kendala yaitu, kebutuhan aktor belum dapat diakomodasi dengan baik, konsensus yang belum kuat, penerimaan informasi antar aktor yang belum terdistribusi dengan baik, persamaan persepsi yang belum kuat, kurangnya keterampilan koordinasi antar aktor karena perbedaan persepsi, informasi hingga perilaku ego sektoral. Selain itu, dapat disimpulkan bahwa bentuk jaringan aktor dalam proses formulasi kebijakan Dana Desa memenuhi karakteristik yang dimiliki shared-governance.
The Village Fund policy has a dynamic formulation process that has been reflected in its implementation since 2015. The Village Fund, mandated through Law No. 6 of 2014, often has challenges both in terms of implementation and when formulating policies. Issues such as village capacity that have not been qualified also policy distortion become a critical point to explore the process in Village Fund formulation process. Therefore, the author discusses policy formulation through a process of interaction between actors and factors that determine success in developing Village Fund policies. The purpose of this research is to describe the factors that determine the success of interaction between actors and describe type of the network in the Village Fund policy formulation in a network governance perspective. This study uses a post-positivist approach. The data comes from in-depth interviews also several literature studies.The results showed that there were five indicators of a successful policy formulation process: strong trust, the number of participants who were not complex, actors had the same conditions to achieve common goals, competence among actors are strong and the ability to respond to external requests. Besides, there are factors that become obstacles in the formulation process: the needs of actors have not been well accommodated, the joint consensus is not strong, the information between actors that have not been well distributed, the perception is not strong, lack of coordination skills between actors due to differences in perception, information and sectoral ego behavior. In addition, it can be concluded that the form of actor network in the Village Fund policy formulation process fulfills the characteristics of shared-governance. |
