Penelitian ini menjelaskan mengenai implementasi fasilitas kepabeanan pada Pusat Logistik Berikat (PLB) yang telah ditetapkan berdasarkan PMK No. 28/PMK.04/2018 tentang perubahan atas PMK No. 272/PMK.04/2015. Melalui peraturan ini diuraikan mengenai ketentuan-ketentuan atas pendirian Pusat Logistik Berikat. Fokus dari penelitian ini adalah untuk menjelaskan implementasi dari pemberian fasilitas pada pusat logistik berikat serta faktor-faktor pendukung dan penghambat dalam pelaksanaannya. Selanjutnya, menganalisi dampak yang berpengaruh kepada Industri Besar yaitu Industri Tekstil dan Produk Tekstil (TPT) dan Industri Minyak dan Gas (Migas). Penelitian pada skripsi ini didasari dari penggunaan metode kualitatif dengan mendeskripsikan masalah dan studi yang dilakukan yaitu dengan studi literatur dan data sekunder diperoleh melalui wawancara mendalam dengan narasumber yang kredibel. Hasil dari penelitian ini adalah bahwa hasil dari implementasi Fasilitas Kepabeanan pada Pusat Logistik Berikat telah sesuai dengan tujuan penetapannya, dalam pelaksanaannya terdapat faktor-faktor pendukung dan penghambat, serta dampaknya yang menguntungkan bagi Industri TPT dan Industri Migas.
This research describes the implementation of customs facilities at the Bonded Logistic Center (BLC) which has been stipulated on Ministry of Finance Regulation, PMK No.28/PMK.04/2018 concerning amendments to PMK No.272/PMK.04/2015. This regulation describes the provisions for the establishment of Bonded Logistic Center. The focus of this research is to explain the implementation of facilities given for Bonded Logistic Center, along with the supporting and inhibiting factors in its implementation. Furthermore, analyzing the impact that affects heavy industries, that is The Textile Industry and The Oil and Gas Industry. The research in this thesis is based on the use of qualitative methods by describing the problems and the studies of this research by literature study and the secondary data obtained through in-depth interviews with credible sources. The results of this research are that the results of the implementation of Customs Facilities at the Bonded Logistic Center are in accordance with the objectives of its application, in its implementation there are supporting and inhibiting factors, as well as beneficial impacts for The Textile Industry and The Oil and Gas Industry. |
