Implementasi e-procurement memiliki tujuan untuk meningkatkan transparansi, akuntabilitas, dan efisiensi dalam proses pengadaan barang/jasa. Untuk menunjang upaya ini, pemerintah mengeluarkan Peraturan Presiden Nomor 16 Tahun 2018 tentang Pengadaan Barang/Jasa Pemerintah yang dilihat memberikan perluasan peran bagi pemangku kepentingan untuk terlibat dalam proses pengadaan barang/jasa. Salah satu kota yang mengimplementasikan kebijakan ini adalah Kota Depok. Melalui penelitian ini, penulis bermaksud mengalisis implementasi e-procurement di Kota Depok dan faktor-faktor yang mempengaruhinya berdasarkan model five-stream framework dari Howlett (2018) yang memberikan penekanan pada pentingnya peran pemangku kepentingan di tahap implementasi. Penelitian ini menggunakan pendekatan post-positivism dengan metode penelitian kualitatif melalui wawancara semi-terstruktur dan studi kepustakaan. Hasil penelitian menunjukkan bahwa implementasi e-procurement di Kota Depok sudah sesuai dengan tahapan-tahapan yang ditentukan pada Peraturan Presiden Nomor 16 Tahun 2018 tentang Pengadaan Barang/Jasa Pemerintah. Namun demikian, masih ditemui beberapa kekurangan dalam pelaksanaannya. Sehingga, pelaksanannya belum sepenuhnya optimal. Dari keempat faktor yang dianalisis, faktor rendahnya komitmen manajerial, dukungan manajer di level atas, dan kecakapan pegawai menjadi penyebabnya. Oleh karenanya, perbaikan pada ketiga faktor tersebut diperlukan agar selanjutnya dapat mendukung optimalisasi proses implementasi e-procurement yang dilakukan.

E-Procurement implementation aims to improve transparency, accountability, and efficiency in the procurement process of goods/services. To support this effort, the government issued Peraturan Presiden Nomor 16 Tahun 2018 on Public Procurement of Goods/Services which is seen to provide an expansion of stakeholders to engage in the procurement process of goods/services. One of the cities implementing the policy is Depok. Through this research, the authors intend to analyze the e-procurement implementation in Depok and the factors that influence it based on the five-stream framework model of Howlett (2018) which emphasizes the importance of stakeholder role in the implementation stage. The study used a post-positivism approach with qualitative research methods through semi-structured interviews and literature studies. The results showed that the implementation of e-procurement in Depok is following the steps specified in Peraturan Presiden Nomor 16 Tahun 2018 on Public Procurement of Goods/Services. Nevertheless, there are some shortcomings in the implementation. Therefore, the implementation is not fully optimized. Of the four factors analyzed, managerial commitment, support of managers on the top level, and employee proficiency is the cause. Therefore, improvements to these three factors are necessary to further support the optimisation of the e-procurement implementation process.
