Skripsi ini membahas tentang pengelolaan Sungai Cileungsi yang ditinjau dari prinsip-prinsip good environmental governance. Good environmental governance didefinisikan sebagai serangkaian proses yang transparan, akuntabel, terbuka, seimbang, deliberatif, efisien, berbasis ilmu pengetahuan dan berbasis risiko untuk mengarahkan dan mengoordinasikan urusan aktor sosial yang saling tergantung dalam mengelola lingkungan. Terdapat kriteria dalam menerapkan good environmental governance yakni awareness, coordination, empowerment, dan enforcement. Dalam kaitan awareness dan coordination, Pemerintah kabupaten Bogor terkendala dalam keterbukaan informasi dan koordinasi dengan lembaga lain, yakni dengan Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu (PMPTSP) Kabupaten Bogor terkait perizinan aktivitas industri, dan koordinasi dengan Dinas Lingkungan Hidup Kota Bekasi yang berwenang terhadap Sungai Cileungsi bagian hilir. Pengelolaan Sungai Cileungsi dalam kaitan empowerment juga terkendala dengan adanya keterbatasan wewenang yang telah dipetakan antara pemerintah pusat dan pemerintah kab/kota, sehingga hasil pemberdayaan dengan masyarakat tidak dapat dilaksanakan secara optimal. Adapun kriteria enforcement, sumber daya manusia yang ada masih minim pengetahuan dalam bergerak di bidang pengawasan lingkungan, sehingga tingkat kepatuhan pengelolaan Sungai Cileungsi masih belum optimal. Penelitian ini menggunakan pendekatan post-positivist dengan desain deskriptif terhadap prinsip-prinsip good environmental governance. Hasil penelitian menunjukkan bahwa pengelolaan Sungai Cileungsi telah sesuai dengan good environmental governance, meskipun terdapat berbagai kendala dalam pengelolaannya, yaitu keterbatasan sarana-prasarana pengawasan dan peraturan yang tumpang tindih. The focus of this study is the management of the Cileungsi River in terms of the principles of good environmental governance. Good environmental governance is defined as a series of transparent, accountable, open, balanced, deliberative, efficient, science-based and risk-based processes to direct and coordinate the affairs of social actors who are interdependent in managing the environment. There are criteria for implementing Good Environmental Governance, namely awareness, coordination, empowerment, and enforcement. The Bogor regency government obstacles related to awareness and coordination are related to information disclosure and coordination with other institutions, which are One Stop Investment Service, Bogor Regency regarding licensing of industrial activities, and coordination with the Bekasi City Environmental Service which is in charge of the River. In the management of the Cileungsi River, empowerment is constrained by the limited authority that has been mapped between the central government and district / city governments, so that the results of empowerment or forums with the community cannot be implemented optimally. The enforcement criteria in the management of the Cileungsi River, the existing human resources are still lacking knowledge in engaging in environmental monitoring, so the level of compliance is still not optimal. This study uses a post-positivist approach with a descriptive design of the principles of good environmental governance. The results showed that the management of the Cileungsi River is in accordance with good environmental governance, even though there were many mistakes in its management, limited monitoring infrastructure and overlapping regulations. |
