Pemerintah sebagai regulator telah berupaya memberikan berbagai kebijakan dan pembinaan untuk meningkatkan partisipasi industri khususnya industri penerima penghargaan industri hijau untuk menerapkan sertifikasi Industri Hijau. Namun upaya tersebut saat ini belum mampu meningkatkan partisipasi industri dalam penerapan sertifikasi. Masalah pada riset ini adalah masih sedikitnya minat industri menerapan sertifikasi Industri Hijau, sehingga perlu dilakukan riset untuk mengetahui implementasi kebijakan yang telah dilakukan pemerintah pada pengembangan regulasi Industri Hijau untuk meningkatkan minat sertifikasi, faktor-faktor yang mempengaruhi minat industri pada penerapan sertifikasi Industri Hijau dan alternatif strategi terbaik untuk meningkatkan minat industri dalam penerapan sertifikasi Industri Hijau. Tujuan penelitian ini adalah untuk menganalisis implementasi kebijakan pemerintah pada pengembangan Industri Hijau untuk meningkatkan minat sertifikasi, menganalisis faktor-faktor yang mempengaruhi minat industri dalam penerapan sertifikasi Industri Hijau dan memilih alternatif strategi yang dapat direkomendasikan untuk meningkatkan minat industri dalam penerapan sertifikasi Industri Hijau. Metode analisis yang digunakan adalah metode campuran (mixed method) yaitu metode kuantitatif dan kualitatif dengan pendekatan secara kualitatif. Penetapan alternatif strategi menggunakan analisis SWOT dan penentuan prioritas strategi terpilih menggunakan AHP. Hasil riset ini menunjukkan bahwa pemerintah saat ini baru sebatas memberikan kebijakan insentif non fiskal untuk menarik minat industri dalam menerapkan sertifikasi dan masih dalam tahap melakukan upaya pengembangan regulasi industri hijau secara berkesinambungan. Selain itu, faktor pendorong industri yang telah menerapkan sertifikasi Industri Hijau saat ini berdasarkan hasil riset dipengaruhi faktor untuk meningkatkan citra perusahaan dan faktor penghambat minat industri belum menerapkan sertifikasi adalah persepsi industri tentang adanya regulasi yang dianggap sejenis atau tumpang tindih antar sektoral pemerintah. Alternatif strategi yang direkomendasikan untuk meningkatkan penerapan sertifikasi Industri Hijau ditinjau dari kriteria penguatan regulasi dan peningkatan manfaat penerapan adalah strategi Weakness-Opportunity (W-O) melalui peningkatan infrastruktur regulasi dan mewujudkan rencana kebijakan insentif fiskal bagi industri. Kesimpulan penelitian ini adalah strategi Weakness-Opportunity (W-O) dapat dijadikan upaya alternatif untuk strategi meningkatkan minat penerapan sertifikasi Industri Hijau. The government as a regulator has tried to provide various policies and guidance to increase industries participation, especially industries that receive green industry awards to implement Green Industry certification. However, these efforts currently have not been able to increase industries participation in the application of certification. The problem in this research is that there is still little interest in implementing Green Industry certification, so it is necessary to conduct research to determine the implementation of policies that have been carried out by the government on the development of Green Industry regulations to increase interest in certification, factors that affect industries interest in implementing Green Industry certification and alternative strategies to increase industries interest in implementing Green Industry certification. The purpose of this study is to analyze the implementation of government policies on the development of the Green Industry to increase interest in certification, analyze factors that influence industries interest in implementing Green Industry certification and selecting alternative strategies that can be recommended to increase industries interest in implementing Green Industry certification. The analytical method used is a mixed method, namely quantitative and qualitative methods with a qualitative approach. Determination of alternative strategies using SWOT analysis and determining the priority of the selected strategies using AHP. The results of this research indicate that the government is currently only providing non-fiscal incentive policies to attract industries interest in implementing certification and is still in the stage of making efforts to develop sustainable green industry regulations. In addition, the driving factor for industries that have applied the current Green Industry certification based on the results of research value is influenced by factors to improve the company's image and the inhibiting factor for industries interest in not implementing certification is the industry's perception of the existence of regulations that are considered to be similar or overlapping between government sectors. The alternative strategy recommended for increasing the application of Green Industry certification in terms of the criteria for strengthening regulations and increasing the benefits of implementation is the Weaknes-Opportunity (W-O) strategy through improving regulatory infrastructure and realizing a fiscal incentive policy plan for the industries. The conclusion of this study is the Weakness-Opportunity (W-O) strategy can be used as an alternative strategy to increase the interest in implementing Green Industry certification. |
