Sejak otonomi daerah dilaksanakan tahun 2001, banyak terbentuk Daerah Otonom Baru (DOB) sebagai hasil dari pemekaran daerah. Salah satu alasan suatu daerah dimekarkan adalah DOB hasil pemekaran dapat mengelola Anggaran Pendapatan dan Belanja Daerah (APBD-nya) sendiri. Penelitian ini bertujuan untuk menganalisis hubungan antara pemekaran daerah, peningkatan APBD dan kesejahteraan masyarakat di daerah hasil pemekaran. Dengan menggunakan panel data regression model dan unit analisis DOB yang terbentuk tahun 2003 dan 2008, penelitian ini menunjukkan bahwa pemekaran memang membuat APBD per kapita DOB meningkat cukup besar, terutama setelah lima tahun pemekaran, baik pemekaran daerah yang terjadi pada tahun 2003 maupun tahun 2008. Namun, peningkatan APBD per kapita di DOB hasil pemekaran daerah tahun 2003 belum berhasil mengangkat kesejahteraan masyarakat di DOB. Sementara untuk pemekaran daerah tahun 2008, hasil penelitian menunjukkan bahwa peningkatan APBD per kapita di DOB berasosisi positif dengan meningkatnya kesejahteraan masyarakat di DOB yang ada di daerah tertinggal, namun tidak demikian untuk daerah yang tidak tertinggal. Oleh karena itu, penelitian ini menyarankan bahwa jika persyaratan-persyaratannya dipenuhi, maka usulan pemekaran daerah untuk daerah tertinggal sebaiknya disetujui. Karena dengan dimekarkan, bukan hanya APBD per kapitanya yang meningkat, tetapi juga kesejahteraan masyarakatnya juga meningkat.
Since regional autonomy was implemented in 2001, many New Autonomous Regions (DOB) have been formed as a result of regional proliferation. One of the reasons for a region to be proliferated is that the new autonomous regions can manage its own Regional Income and Expenditure Budget (APBD). This study aims to analyze the relationship between regional proliferation, the increase in the Regional Income and Expenditure Budget (APBD) and the welfare of the community in the area resulting from the proliferation. By using panel data regression models and analysis units for new autonomous regions that were formed in 2003 and 2008, this study shows that proliferation has indeed made the APBD per capita of new autonomous regions increase considerably, especially after five years of proliferation, both regional proliferation that occurred in 2003 and 2008. However, the increase in the APBD per capita in the new autonomous regions from regional proliferation in 2003 has not succeeded in raising the welfare of the community in the new autonomous regions. Meanwhile, for regional proliferation in 2008, the results of the study show that the increase in APBD per capita in new autonomous regions has a positive assosiation with the increase in the welfare of the community new autonomous regions in underdeveloped regions, but not so for regions that are not underdeveloped. Therefore, this study suggests that if the requirements are met, then the proposed for regional proliferation in underdeveloped regions better be approved. Because with the regional proliferation, not only the APBD per capita increased, but also the welfare of the community also increased. |
