Sebagai upaya mendukung Prioritas Nasional di bidang energi, Kementerian Energi dan Sumber Daya Mineral meluncurkan Program Dana Alokasi Khusus Bidang Energi Skala Kecil (DAK ESK Kementerian ESDM) tahun 2018, dengan memanfaatkan potensi keenergian lokal di Daerah, di mana Pemerintah Provinsi Daerah Istimewa Yogyakarta (Pemprov DIY) menjadi salah satunya Daerah yang mengusulkan Program tersebut, berupa Pembangunan Instalasi Biogas Rumah Tangga 4 m3 dengan target output terbangunan 254 unit dan kapasitas total 1016 m3. Pada pelaksanaanya kemudian target output tersebut mengalami penurunan, menjadi hanya 104 unit dengan kapasitas total 416 m3, namun estimasi biayanya yang dibutuhkan tetap sama dengan rencana target output awal, hal ini diduda terjadi karena belum optimalnya perencanaan biaya yang dilakukan, tidak hanya itu penyerapan anggaran pasca tender juga belum maksimal, dari empat proyek Pembangunan Instalasi Biogas Rumah Tangga 4 m3, hanya menghasilkan total nilai kontrak sebesar 84,85% dari total alokasi, penyebab kondisi tersebut adalah rendahnya nilai penawaran pada proses tender. Berdasarkan permasalahan di atas, penelitian bertujuan untuk menganalisis proses dan tahapan dalam implementasi Program DAK ESK Kementerian ESDM tahun 2018, khususnya pada proses tender menggunakan teori Public Sector Project Management dari David S. Kassel. Penelitian dilakukan dengan pendekatan kualitatif post postivist, dengan jenis deskriptif, sedangkan data penelitian didapatkan melalui wawancara mendalam dan studi literatur. Hasil penelitian menunjukkan perencanaan biaya pendahuluan sebagai engineering estimate Pembangunan Instalasi Biogas Rumah Tangga 4 m3 dilakukan satu tahun sebelum pelaksanaan, yang membuat estimasi biaya berbeda dengan harga pasar pada saat pelaksanaan, sedangkan pada proses tender ditemukan bahwa penggunaan metode evaluasi harga terendah yang menjadikan penawaran harga paling murah sebagai dasar penetapan pemenang menyebabkan rendahnya penyerapan anggaran pada implementasi Program DAK ESK Kementerian ESDM tahun 2018 di Pemprov DIY.
To support the National Priorities in the energy sector, the Ministry of Energy and Mineral Resources launched the Special Allocation Fund Program for the Small Scale Energy Sector (DAK ESK Ministry of Energy and Mineral Resources) in 2018, by utilizing the potential for local energy in the Region, where the Provincial Government of the Special Region of Yogyakarta (Pemprov DIY) is one of the regions that proposed the program, in the form of the construction of a 4 m3 household biogas installation with a target output of 254 units and a total capacity of 1016 m3. In its implementation, the output target has decreased, to only 104 units with a total capacity of 416 m3, but the estimated cost required remains the same as the initial output target plan, this is because the cost planning has not been optimal, not only that it is posted budget absorption. The tender was also not maximal, out of the four 4 m3 Biogas Installation Construction projects, only a total contract value of 84.85% of the total allocation resulted, the cause of this condition was the low bid value in the tender process. Based on the above problems, the research aims to analyze the processes and stages in the implementation of the DAK ESK Program of the Ministry of Energy and Mineral Resources in 2018, especially in the tender process using the theory of the Public Sector Project Management from David S. Kassel. The research was conducted with a postpositivist qualitative approach, with a descriptive type, while the research data was obtained through in-depth interviews and literature studies. The results showed that the preliminary cost planning as an engineering estimate for the construction of a 4 m3 Household Biogas Installation was carried out one year before the implementation, which made the cost estimate different from the market price at the time of implementation, while in the tender process it was found that the use of the lowest price evaluation method made the lowest-priced bid. cheap as the basis for determining the winner cause low budget absorption in the implementation of the 2018 ESDM Ministry of Energy and Mineral Resources DAK Program in the DIY Provincial Government. |
