Artikel ini mengulas tentang upaya dari Asosiasi Pertekstilan Indonesia (API) untuk meningkatkan kualitas produksi industri Tekstil dan Produk Tekstil (TPT) nasional pada tahun 1986 hingga 1997. Sebelum era orde baru, industri TPT nasional dihadapkan berbagai tantangan yaitu, ketergantungan impor bahan baku tekstil, investasi pada industri yang lemah, kurangnya sinergi antarpengusaha, serta target orde pembangunan menjadikan Indonesia sebagai negara eksportir (termasuk ekspor produksi TPT). Tantangan tersebut dijawab oleh API yang melangkah bersama Kementerian Perindustrian maupun Perdagangan untuk mencapai visi menjadi salah satu industri manufaktur nonmigas penghasil devisa. Geliat dari API yang giat berkongres untuk mengangkat isu industri tekstil hingga ke telinga Pemerintah menghasilkan kebijakan proteksi industri yang dikenal sebagai “Paket Kebijaksanaan Mei 1986”. Upaya tersebut kemudian berhasil membawa dampak yang signifikan, seperti masuknya Indonesia menjadi lima belas negara eksportir TPT terbesar dunia, meningkatkan produktivitas tenaga kerja hingga dua kali lipat, serta terpenuhinya kebutuhan sandang nasional. Metode sejarah digunakan sebagai dasar bagi peneliti mengumpulkan dan menganalisis sumber arsip, koran sezaman, artikel ilmiah yang diperoleh melalui Arsip Nasional, Perpustakaan Nasional, API, serta daring. Kebaruan artikel ini terletak pada fokus penelitiannya untuk menambah pemahaman bahwa kekuatan perekonomian di Indonesia, bukan hanya didukung oleh pemerintah maupun kesepakatan bilateral, tetapi juga terdapat peran pengusaha layaknya API.
This article discusses the efforts of the Indonesian Textile Association (API) to improve the production quality of the national textiles (TPT) industry during 1986 to 1997. Before the new order era, the national textile industry was faced with various challenges; dependence on imports of textile raw materials, weak investment in the industry, lack of synergy between entrepreneurs, and targetting Indonesia be an exporter country (including exports of textile products). These challenges were answered by API which stepped in with the Ministry of Industry and Trade to achieve the vision, becoming one of the non-oil and gas manufacturing industries that generate foreign exchange. The movement of API’s active congress to raise the issue of the textile industry to the Government resulted in an industrial protection policy known as the “Paket Kebijaksanaan Mei 1986”. These efforts have succeeded generate significant impacts; Indonesia came into the world’s fifteen largest textile exporters, increasing labor productivity by two times, as well as fulfilling national clothing needs. The historical method is used as the basis for the researcher to collect and analyze archival sources, contemporary newspapers, and scientific articles obtained through the National Archives, National Library, API, and online. The novelty of this article is about to increase understanding that the strength of the economy in Indonesia is not only supported by the government or bilateral agreements but also by the role of entrepreneurs like API. |
