Program Optimalisasi Pajak Daerah merupakan salah satu pelaksanaan atas tugas dan fungsi koordinasi supervisi KPK sebagaimana diamanatkan dalam Undang-Undang tentang KPK. Program dijalankan dengan mendorong perbaikan sistem administrasi perpajakan dan upaya lain yang dapat meningkatkan kepatuhan wajib pajak dalam membayar pajak. Penelitian ini berfokus pada analisis implementasi program pencegahan korupsi pada sektor penerimaan pajak daerah yang dilaksanakan oleh KPK di Kota Makassar selama periode tahun 2018-2021 dan analisis terhadap faktor-faktor yang yang mempengaruhi implementasi program tersebut. Adapun tujuan penelitian ini adalah untuk menganalisis program pencegahan korupsi pada sektor penerimaan pajak daerah yang dilaksanakan oleh KPK di Kota Makassar selama periode tahun 2018-2021 dan menganalisis faktor-faktor yang mempengaruhi implementasi program. Teori yang digunakan dalam penelitian ini adalah model implementasi Grindle dan model 7-C Protocol dari Cloete. Penelitian ini menggunakan pendekatan post-positivism, dengan metode pengumpulan data kualitatif melalui wawancara dan studi kepustakaan. Hasil penelitian menunjukkan bahwa Implementasi program pencegahan korupsi pada sektor penerimaan pajak daerah yang dilaksanakan oleh KPK di Kota Makassar selama periode tahun 2018-2021 telah sesuai dengan desain dan tujuan program. Penelitian menemukan bahwa faktor-faktor yang menghambat keberhasilan implementasi program pada pihak Korsupgah KPK adalah terkait variabelContent, variabel Capacity, variabel Coalition, dan variabel Coordination. Sedangkan faktor-faktor yang mendorong keberhasilan implementasi program dari pihak pelaksana dan daerah sasaran adalah pada variabel Context, variabel Communication, dan variabel Commitment The Regional Tax Optimization Program is one of the embodiment and implementation of the duties and functions of the KPK as mandated in the Law on the KPK. The Program is carried out by encouraging improvements to the tax administration system and other efforts that can improve taxpayer compliance in paying taxes. This study focuses on the analysis of the implementation of the corruption prevention program in the local tax revenue sector carried out by the KPK in Makassar City during the 2018-2021 period and an analysis of the factors that influence the implementation of the program. The purpose of this study is to analyze the corruption prevention program. in the regional tax revenue sector implemented by the KPK in Makassar City during the period 2018-2021 and analyzes the factors that influence the implementation of the program. The theory used in this research is the Grindle implementation model and Cloete's 7-C Protocol model. The results showed that the implementation of the corruption prevention program in the regional tax revenue sector carried out by the KPK in Makassar City during the period 2018-2021 was in accordance with the design and objectives of the program. The study found that the factors that hindered the successful implementation of the program on the Korsupgah KPK were related to the Content variable, the Capacity variable, the Coalition variable, and the Coordination variable. Meanwhile, the factors that drive the successful implementation of the program from the implementers and target areas are the Context variable, Communication variable, and Commitment variable. |
