Penelitian ini membahas tentang dampak pandemi Covid-19 terhadap sistem pelayanan publik Kantor Samsat Cinere . Tujuan penelitian ini adalah untuk menganalisis dampak pandemi Covid-19 terhadap pelayanan publik Kantor Samsat Cinere. Teori utama yang digunakan dalam penelitian ini adalah teori pelayanan publik dan teori Flower of Service. Penelitian ini menggunakan pendekatan penelitian kualitatif dan post- positivist yang menekankan pada penggunaan aktivitas yang berpedoman pada disiplin ilmiah serta teori-teori yang berguna sebagai landasan berpikir dalam menjawab pertanyaan penelitian. Penelitian ini masuk dalam jenis penelitian eksploratif dan deskriptif, murni, cross-sectional, dan kualitatif dengan teknik pengumpulan data melaui observasi, wawancara mendalam dan studi kepustakaan. Hasil penelitian menunjukkan bahwa penyelenggaraan pelayanan Samsat Cinere selama masa pandemi Covid-19 tidak menunjukkan adanya perubahan yang signifikan. Yang jadi pembeda hanyalah penerapan protokol kesehatan yang sebelum pandemi Covid-19 belum pernah dilakukan sebelumnya. Dalam penyelenggarannya, masih terdapat sub-dimensi yang belum dipenuhi Kantor Samsat Cinere dalam memberikan pelayanan selama masa pandemi, yakni sub-dimensi billing dan payment. Hal ini dibuktikan melalui belum adanya surat peringatan pembayaran berbagai macam pajak sebelum waktu tenggat pembayaran, dan masih banyaknya masyarakat yang melakukan pembayaran berbagai macam pajak secara tunai. This research discussed the impact of the pandemic Covid-19 on the public service of Cinere Samsat office’s. The purpose of this research is to analyze the impact of Covid-19 pandemic on the public service of Cinere Samsat Office. Theories used in this research are public service and flower of service theory. This research used a qualitative and post-positivist approach where it depends on the use of activity that relies on scientific discipline and theories used as a building block to answer the research question. This research’s type is explorative as well as descriptive, pure, cross-sectional, and qualitative research which, uses data collection techniques through observation, in- depth interview, and literature study. The result showed that the implementation of Samsat Cinere services during the Covid-19 pandemic does not show significant changes. The Application of Health Protocol around Samsat Cinere is the only thing that differs the current service from the services provided before the Covid-19 pandemic. Meanwhile, there are still a few sub-dimensions that were not implied successfully. Such as, how the Cinere Samsat Office still has not distributed the reminder letter before the public’s due date for paying taxes, and how the public in the Cinere Samsat Office still has not implemented the cashless payment option and still prefers to do their payment activities with cash. |
