Pandemi Covid-19 berdampak besar pada perekonomian Indonesia. UMKM sebagai sebagai penopang ekonomi terbesar dihadapkan pada permaslaahan yang semakin kompleks. Dalam upaya menangani permasalahan tersebut Kementerian Parwisata dan Ekonomi Kreatif membuat sebuah kebijakan dalam bentuk program yang bernama Program Beli Kreatif Lokal. Program tersebut diimpelemntasikan pertama kali di wilayah Jabodetabek sebagai salah satu wilayah terdampak besar di masa pandemi covid-19. Dalam mengelola program tersebut pemerintah melibatkan aktor non state seperti marketplace untuk mengelola program dan UMKM sebagai kelompok sasaran. Hasil dari program tersebut menunjukan adanya kemenangan-kemenangan kecil yang didapatkan oleh para pemangku kepentingan. Penelitian ini ingin mengetahui lebih jauh mengapa keberhasilan program tersebut dapat terjadi menggunakan analisi teori Collaborative Governance. Adapun metode dalam penelitian ini menggunakan pendekatan post postpositivsim. Teknik pengumpulan data yang digunakan melalui wawancara mendalam dan studi kepustakaan. Hasil dari penelitian ini menunjukan gambaran keberhasilan program didapatkan dengan terpenuhinya unsur-unsur proses dan faktor-faktor yang mempengarhui Collaborative Governance Ansell dan Gash. Penelitian ini memberikan sebuah pembelajaran bahwa Collaborative Governance dapat berhasil pada kasus yang diimplementasikan di Indonesia pada masa pandemi covid-19 dengan dominasi kebijakan pemerintah dan disepakati para pemangku kepentingan lainnya. Hal ini sedikit berbeda dengan teori yang diungkapkan oleh Collaborative Governance Ansell dan Gash yang mensyaratkan seluruh pengambilan keputusan melibatkan seluruh pemangku kepentingan. The Covid-19 pandemic has a significant influence on the economy of Indonesia. However, MSMEs, as the biggest support for the economy, are confronted with increasingly complex problems. In an effort to deal with these problems, the Ministry of Tourism and Creative Economy implemented a policy known as Local Creative Purchase Program. The initiative was first launched in the Jabodetabek area, which was one of the most severely affected places during the COVID-19 pandemic. In managing the program, the government involves non-state actors such as the marketplace to manage the program and MSMEs as the target group. The results of the program show that there are small victories obtained by the stakeholders. This study wants to find out more about why the success of the program can occur using the analysis of Collaborative Governance theory. The method in this study uses a post-postpositive-sim approach. Data collection techniques were used through in-depth interviews and literature study. The results of this study demonstrate an example of the success of the program obtained by the fulfillment of the elements of the process and the factors that influence Collaborative Governance Ansell and Gash. In addition, the findings of this study provide a lesson that Collaborative Governance can be successful in cases implemented in Indonesia during the COVID-19 pandemic with the dominance of government policies and agreed upon by other stakeholders. This is slightly different from the theory expressed by Collaborative Governance Ansell and Gash which requires all decision-making involves all stakeholders. |
