Tingginya angka kecelakaan konstruksi di Indonesia disebabkan karena tidak diterapkannya Sistem Manajemen Keselamatan Konstruksi (SMKK) secara menyeluruh di dalam pelaksanaan pembangunan infrastruktur. Pembangunan Rumah susun yang sedang digalakkan oleh Pemerintah termasuk salah satu jenis infrastruktur yang sering mengalami kecelakaan konstruksi. Kondisi tersebut diperburuk dengan adanya kasus konflik sosial yang terjadi pada lokasi pekerjaan konstruksi di Indonesia Timur. Tujuan dari studi ini adalah untuk mengatasi hal tersebut dengan membangun model biaya Keselamatan konstruksi, dengan lebih terstruktur untuk meningkatkan penerapan Keselamatan Konstruksi, khususnya pada pekerjaan pembangunan Rumah Susun. Penelitian ini tidak hanya mengintegrasikan teori manajemen proyek dan peraturan di Indonesia, melainkan juga mempertimbangkan faktor lokasi, ketinggian bangunan, WBS dan safety plan dengan menggunakan metode analisis Structural Equation Model Partial Least Square (SEM-PLS) untuk mengetahui signifikansi hubungan antar variabel. Selain itu, digunakan juga Monte Carlo Simulation dengan metode triangular distribution untuk mendapatkan besaran biaya rata-rata dari hasil penghitungan biaya penerapan keselamatan konstruksi sesuai dengan model yang terbentuk. Hasil dari penelitian ini berupa model penghitungan biaya keselamatan konstruksi, besaran biaya keselamatan konstruksi hasil simulasi serta masukan kebijakan terkait keberadaan biaya keamanan sebagai bagian dari biaya keselamatan konstruksi di Indonesia. The high number of construction accidents in Indonesia is caused by not implementing the Construction Safety Management System (SMKK) as a whole in the implementation of infrastructure development. The construction of flats that is being promoted by the government is one type of infrastructure that often experiences construction accidents. The key indicator that affects the low implementation of SMKK is the budget allocation for construction safety costs. Currently there is no procedure for preparing a structured budget allocation for Construction Safety costs in accordance with the conditions of construction work in Indonesia. The purpose of this study is to overcome this problem by building a more structured construction safety cost model to improve the application of construction safety, particularly in the construction of flat-houses. This study not only integrates project management theory and regulations in Indonesia, but also considers the factors of location, building height, WBS and safety plan using the Structural Equation Model Partial Least Square (SEM-PLS) analysis method. The results of this study will enrich the literature on construction safety costs, and produce a construction safety cost model that can provide input on construction safety policies in Indonesia. In addition, the Monte Carlo Simulation with the triangular distribution method is also used to obtain the average cost from the calculation of the cost of implementing construction safety according to the model formed. The results of this study are in the form of a model for calculating construction safety costs, the amount of construction safety costs from simulation results and policy input regarding the existence of security costs as part of construction safety costs in Indonesia. |
