Diplomasi Koersif Amerika Serikat terhadap Uji Coba Peluncuran Rudal oleh Korea Utara (2017-2018) = United States Coercive Diplomacy Againts Missile Launch by North Korea (2017-2018)

Kajian ini menganalisis faktor-faktor yang mendorong Korea Utara menangguhkan uji coba persenjataan mereka selama tahun 2018. Pada tahun 2011 hingga 2017 adanya eskalasi uji coba persenjataan yang dilakukan oleh Korea Utara. Hal tersebut kemudian menimbulkan instabilitas kawasan Semenanjung Korea dan potensi ancaman bagi Amerika Serikat. Amerika Serikat sebagai negara yang terus memantau situasi kawasan Semananjung Korea khususnya sikap provokasi Korea Utara berupaya menerapkan diplomasi koersif melalui kebijakan ‘maximum pressure and engagement’ untuk menangani situasi tersebut. Dengan menggunakan teori efektivitas diplomasi koersif (ideal policy) dan metode penelitian analisis deskriptif, kajian ini menemukan bahwa penangguhan uji coba persenjataan oleh Korea Utara didorong oleh beberapa faktor yaitu ancaman (a threat of force), tenggat waktu (deadline), jaminan (assurance) dan imbalan (offer of carrots). This study analyzes the factors that prompted North Korea to suspend their weapons tests during 2018. From 2011 to 2017 there was an escalation of weapons tests carried out by North Korea. This then causes instability in the Korean Peninsula region and a potential threat to the United States. The United States as a country that continues to monitor the situation in the Korean Peninsula region, especially North Korea's provocation, seeks to implement coercive diplomacy through the policy of 'maximum pressure and engagement' to deal with the situation. Using the theory of the effectiveness of coercive diplomacy (ideal policy) and descriptive analysis research methods, this study found that the suspension of weapons testing by North Korea was driven by several factors, a threat of force, deadlines, assurance and offer of carrots. |
