Studi ini bertujuan mengevaluasi dampak dari Program Parlemen Remaja sebagai program yang penting dan unik dalam meningkatkan kapasitas kontrol Civil society pada legislatif. Hal yang penting dari program seperti ini adalah Capacity Building dari peserta dalam melakukan kontrol, sementara evaluasi program sejenis masih terlampau prosedural fokus pada implementasi program dan belum pada dampaknya. Evaluasi sumatif ini dilakukan dengan metode kualitatif dengan teknik pengumpulan data wawancara mendalam, dan survei. Analisis (Context, Input, Process, Product) digunakan untuk melihat sistem implementasi dan juga dampak Capacity Building pada peserta serta proses Program Parlemen Remaja 2020. Sementara Main Analytical Categories (MAC) fokus pada penilaian relevansi dan keberlanjutan. Hasil evaluasi menggarisbawahi bahwa 1) dimensi context dan relevansi relative kuat; 2) sehingga walaupun proses dari pihak penyelenggara program kurang optimal, tetap ada hal yang positif dari inisiatif partisipasi aktif di tim peserta program, 3) hal itu membuat program terlihat cukup baik dalam mengembangkan kapasitas pengetahuan dan keterampilan (Capacity Building) peserta sebagai representasi civil society untuk mengontrol kerja-kerja legislative. Kekurangan terlihat pada dimensi input, dimana kualitas mentor masih belum optimal. Studi ini memperlihatkan adanya urgensi kebutuhan untuk memberi perhatian pada aspek dampak Capacity Building dari program peningkatan kontrol masyarakat sipil seperti ini, ke depannya dibutuhkan model evaluasi dan parameter yang lebih tajam untuk aspek outcome dan dampak. This study aims at the impact of the Youth Parliament Program as an important and unique program in increasing the capacity of civil society control in the legislature. The important thing about a program like this is the capacity building of participants in controlling, while program evaluation still has a procedural focus on program implementation and not on evaluation. This summative evaluation was carried out using a qualitative method with data collection techniques, in-depth interviews, and surveys. Analysis (Context, Input, Process, Product) is used to see the implementation system and also the impact of Capacity Building on participants and the process of the 2020 Youth Parliament Program. Meanwhile, Main Analytical Categories (MAC) focus on assessing relevance and happening. The evaluation results underline that 1) the dimensions of context and relevance are relatively strong; 2) so that even though the process from the program organizers is not optimal, there are still positive things from the active participation of program participants, 3) it makes the program look quite good in developing the knowledge and skill capacity (Capacity Building) of participants as representatives of civil society to control work- legislative work. Weaknesses are seen in the input dimensions, where the quality of mentors is still not optimal. In this study, there is an urgent need to pay attention to the impact aspect. Capacity building of a civil control improvement program such as this, evaluates the model needed by the community to be more rigorous in terms of outcomes and impacts. |
