Semenjak tahun 1999 Departemen Kesehatan telah menetapkan berlakunya Sistem Informasi Pendidikan Tenaga Kesehatan (SIPTK) yang dikembangkan dengan komputerisasi. Kegiatan pencatatan dan pelaporan itu dilaksanakan oleh institusi pendidikan Depkes, Pemda, ABM, POLRI dan Swasta dengan koordinasi dengan Pusat Pendidikan Tenaga Kesehatan. Menurut laporan dari Sidang Tenaga Kesehatan Kanwil Depkes Sumbar tahun 2000, hanya 10 (37 %) institusi yang mengirimkan laporan dan dari yang masuk hanya 80 % komponen laporan yang dapat diisi. Adapun tujuan penelitian ini untuk memperoleh informasi penyebab tidak tepat waktu dan tidak lengkapnya pelaporan SIPTK di Institusi Pendidikan Tenaga Kesehatan Propinsi Sumbar tahun 2000, yang dilihat dengan pendekatan sistem, yang terdiri dari komponen masukan, proses dan keluaran. Sebagai komponen masukan adalah tenaga pengelola laporan yang dilihat dan (pengetahuan, lama sebagai pengelola, beban kerja), sarana dan biaya. Komponen proses dilihat melalui gambaran pelaksanaan, pembinaan dan evaluasi, sedangkan komponen keluaran adalah laporan yang tepat waktu dan lengkap. Penelitian ini dilakukan dengan memakai metoda kualitaif, dimana pengumpulan data dilakukan dengan diskusi kelompok terarah (DKT), pada kelompok tenaga pengelola laporan SIPTK institusi, dan wawancara mendalam (WM) dengan Direktur dan Ka. Tata Usaha institusi serta Kepala Bidang Tenaga Kesehatan dan Ka. Seksi Kebutuhan dan Informasi Tenaga Kesehatan Kanwil Depkes Propinsi Sumbar. Dan hasil penelitian ini terlihat tingkat pengetahuan tenaga pengelola masih dirasakan kurang, serta lama bekerja sangat bervariasi dan semua tenaga pengelola mempunyai beban kerja yang rangkap. Sarana komputer dan data yang akan dientri belum tersedia sesuai yang dibutuhkan. Biaya untuk pelaporan SIPTK tersedia dalam dana rutin institusi masing-masing. Pembinaan dan evaluasi belum terlaksana dengan baik. Untuk terlaksananya laporan SIPTK yang tepat waktu dan Iengkap perlu disosialisasikan tentang laporan SIPTK kepada para penanggung jawab laporan seperti, direktur dan Ka. Tata Usaha Institusi, dan tenaga pengelola sendiri serta pembinaan dan evaluasi yang terstruktur dari direktur institusi. Untuk pihak kanwil diharapkan dapat selalu memberikan umpan balik laporan dan juga diharapkan ada pembinaan yang terjadwal.
Analysis of Information System Reporting of Health Manpower Education in Health Manpower Education Institution in West Sumatra Province, 2000 Since 1999 the Health Department have enacted the Information System of Health Manpower Education (ISHME) developed with computerized system. The recording and reporting are performed by the education institution of Health Department, Local Government, Armed Forces, Police of Republic of Indonesia and Private sector with coordination Center For Health Manpower Education. According to a report from Regional Office of Health Department of West Sumatra in year 2000, only 10 institutions (37 %) of the institution that sent report and only 80 % of the reports component that can be filled. While the purpose of this research is to obtain information regarding what cause of the lack of punctuality and incompleteness of ISHME reporting in the l Health Manpower Education Institution in West Sumatra Province, 2000 in terms of system approach, that consist of input component, process and output As input component is the personnel that manage thr report in terms of (knowledge, tenure manager, work load), facilities and expance. The process component is seen thorugh description of implementation, guidance and evaluation, while the output component is the timely and complete report This research is done by using qualitative method, in which the data collection is done by Focused Group Discussion (FGD), within the group of personnel that manage the report of ISHME institution, and in-depth interview (II) with Director and Head of Administration of the institution and head Health Manpower and Head Section of Manpower Vacancy and Information of Regional office of Health Department of West Sumatra.From this research it can be seen the knowledge level of administration personnel is still lack, and their tenure varried and all of the administration personnel multiple work load. Computer facilities and the enrty of data to are not available according the requirement. The expense for reporting of ISHME is available in the routine fund of each institution. Guidance and evaluation have not implemented properly. In order to implement the ISHME reporting in timely and complete manner the reporting of ISHME needs to be socialized tar the to people in charge such as director and Head of the Administration Institution, and management, guidance and evaluation personal of the institution. It is expected that the regional office will always provide feedback report and scheduled guidance. |
