Diberlakukannya otonomi daerah sebagai implementasi Undang-undang Nomor 22 tahun 1999 dan Undang-undang Nomor 25 tahun 1999 berdampak pada makin bertambahnya kewenangan Kabupaten/Kota termasuk Dinas Kesehatan dan Kesejahteraan Kabupaten Musi Rawas yang sebelum ini titik berat kegiatannya hanya sebagai pelaksana program yang diarahkan dari Dinas Kesehatan Propinsi/Kanwil Departemen Kesehatan Propinsi/Departemen Kesehatan RI.Dalam era desentralisasi ini peranan Dinas Kesehatan Kabupaten dalam pelaksanaan wasdal juga akan semakin besar, termasuk kegiatan wasdal di tingkat Kecamatan (Puskesmas). Selama ini fungsi wasdal ke Puskesmas bersifat individual program dan berorientasi pada proyek.Untuk maksud tersebut melalui studi kasus bagi pengembangan sistem yang pengambilan datanya dilakukan secara cross sectional telah dilakukan penelitian dengan tujuan untuk memperoleh gambaran tentang rancangan pengawasan dan pengendalian yang baik dan sesuai standar.Sebagai sampel penelitian ini adalah Pimpinan Puskesmas Pengelola Program di Puskesmas dan staf Dinas Kesehatan dan Kesejahteraan sebagai petugas yang telah melakukan kegiatan bimbingan teknis program. Data dikumpulkan dengan cara wawancara mendalam dan focus group discussion yang selanjutnya dianalisis atas dasar tematiknya.Dengan dihasilkannya rancangan sistem wasdal yang mempunyai tiga tipe yaitu wasdal pendahuluan, pelaksanaan dan evaluasi dapat menjawab tuntutan akan perlunya suatu sistem yang tepat agar tertib administrasi dan akuntabilitas pelaksanaan program oleh Puskesmas dapat berlangsung baik. Rancangan sistem wasdal ini harus ditindaklanjuti dengan membentuk organisasi fungsional, rencana kegiatan operasional dan perlunya disosialisasikan kepada seluruh staf Dinkesra dan Puskesmas se-Kabupaten Musi Rawas sehingga diharapkan kegiatan wasdal efektif dimulai tahun 2002. Design of Controlling and Supervision System of Health Office and Welfare in Implementation of Health Program Decentralization at the Sub-District Level/Comunity Health Center with Case Study in Musi Rawas RegencyThe enactment of regional autonomy as implementation of Law No. 22, Year 1999 and Law No. 25, Year 1999 has the impact on the increasing authority of Regency/ City including the Health and Welfare Office of Musi Rawas Regency, in which the focus of its activities was only as implementer of the program directed by the Province Health Office/Regional Office of Province Health Department/ the Health Department of the Republic of Indonesia.During this decentralization era the role of Regency Health Office in the implementation of control and supervision also will be more significant, including controlling and supervision activities in Sub-District level (Community Health Center). Until now the control and supervision function towards the Community Health Center is only for individual program and project oriented. For that purpose, through a case study for development of the system in which the data collection is done with cross-sectional method to obtain description regarding a proper design of controlling and supervision according to standard.Sample of this research is Head of Community Health Centers and staff of Health Office as personnel that have performed the program technical guidance activities. The data is collected with in-depth interview and focus group discussion that is further analyzed thematically.Having realized the controlling and supervision design that have three types namely introduction, implementation and evaluation, it may response the demand for a good administration system and accountability of the program implementation by the Community Health Center will take place a proper manner. The design of controlling and supervision system must be followed-up by establishing functional organization, operational activities plan, and socialization to all staff of Office of People Welfare and Community Health Centers all over Musi Rawas Regency, that it is expected that controlling and supervision activities will be effective from the year 2002 on. |
