Penelitian ini berlatar belakang perubahan besar-besaran yang terjadi di Pertamina dan beban biaya kesehatan Pertamina yang dari waktu kewaktu menunjukkan peningkatan yang tajam dan signifikan. Kondisi ini mendorong Pertamina untuk meninjau ulang konsep pembiayaan kesehatan bagi Pekerja dan Keluarganya serta Pensiunan. Konsep yang dipilih adalah cara pembiayaan kesehatan dengan sistem kapitasi. Sistem kapitasi dianggap akan mampu mengendalikan biaya kesehatan PISA/Pensiunan, setelah fee for service dan cara lainnya dianggap gagal.Untuk RSPP, sistem kapitasi adalah sesuatu yang lama sekali baru. Dari analisis situasi dapat diketahui bahwa RSPP sebetulnya sudah mulai melakukan beberapa persiapan dan sosialisasi tentang kapitasi. Tapi apakah semua usaha ini sudah mencukupi, hal inilah yang akan dikaji oleh peneliti.Untuk maksud itu telah dilakukan penelitian yang bertujuan untuk mengetahui bagaimana kesiapan RSPP dan persiapan semacam apa yang sebaiknya dilakukan RSPP. Penelitian ini bersifat deskriptif analitik dimana analisis data dilakukan secara kualitatif dengan menggunakan informasi sebagai dasar analisis. Penelitian dilakukan terhadap 6 orang informan yang ditetapkan oleh peneliti (Judgment sampling methode) dengan kriteria tertentu. Kajian penelitian difokuskan pada tiga variabel sesuai dengan kerangka konsep.Hasil penelitian untuk variabel Organisasi menunjukkan bahwa RSPP, baik secara Struktural maupun secara Kesiapan SIMRS belum siap untuk menjalankan program kapitasi.Sedangkan penelitian untuk variabel Sistem Kapitasi ditujukan terhadap lima aspek, yaitu: SOP (Kebijakan), Sistem Pembiayaan/Pembayaran, Jenis Pelayanan, Angka Kapitasi/Premi Kapitasi dan Populasi. Ternyata kelima aspek inipun belum siap untuk mendukung program kapitasi.Penelitian pada variabel ketiga yaitu: Badan Penyelenggara (Bapel) menyimpulkan: ternyata Badan Penyelenggara (PT. Pertamedika eq. MPPK) juga belum siap menerima program kapitasi dari Pertamina.Sehingga kesimpulan akhir dari penelitian ini adalah : Program Kapitasi di RSPP belum bisa dilaksanakan dalam waktu dekat. Perlu terlebih dahulu dilakukan persiapan-persiapan yang sangat mendasar yang membutuhkan waktu.Diajukan saran untuk terlebih dahulu membuat perhitungan unit cost yang baik dan benar, menyempurnakan SIMRSPP, menyiapkan paket-paket pelayanan, menghitung jumlah populasi yang akurat, menyiapkan tenaga profesional dan melakukan pembicaraan yang intensif antara Pertamina - PT. Analysis of Capitation Policy in Pertamina The background of this research is the excessive changes that have been happening in Pertamina, and the expense for healthcare in Pertamina, which has shown a sharp and significant augmentation.This condition drove Pertamina to reconsider their concept in the payment of healthcare for the Employees and their families, and also the Retirees. The concept they have chosen is the healthcare payment with capitation system. The capitation system is considered an appropriate way to control the PISA/Retirees healthcare expenses, after "fee for service" and other methods have failed. For RSPP, capitation system is highly a new system. After analyzing the current situation, it is uderstood that actually RSPP has already started some preparations and socializations about the capitation system. But are all those efforts sufficien? This is the matter that is going to be analyzed in this paper.For that purpose, some research have done to determine whether or not that existing policy is representative and can be implemented in RSPP, how ready is RSPP, and what kind of policy that shoul be pursued in RSPP. The method used in this research is descriptive analysis and the data are analyzed qualitatively. The data gathered are based on some information which are provided by six informers who have been particulary chosen after meeting certain criterions (judgement sampling method). By referring to the frame of concept, this research is focused on three variables.The result for the Organization variable shows that Structurally and from Readiness of SIMRS, RSPP is not yet ready to pursue the capitation program.Meanwhile the research on the capitation System variable is targeted on five aspects, which are SOP (Policy), the Expense System/Payment, the Variety of Service, the Number of Capitation/Capitation Premium, and Population. The fact shown that even these five aspects are not yet ready to support the capitation program.The research on the third variable, which is the the Executing Body (Bagel), concluded that the Executing Body (PT. Pertamedika cq. MPPK) is also not yet ready to accept the capitation program from Pertamina.The final conclusion if this research is: Capitation Program in RSPP is not yet ready to be pursued in the near term. It is necessary that some very basic and time-consuming preparations should be done beforehand.The advice imposed in this thesis is that at first there should be calculation on unit cost, which must be done well and correctly; there should be some efforts to perfect SIM RSPP, there should be preparation on services packages; there should be accurate calculation in the number of the population; there should be preparations for providing professional hands; and there should be intensive discussion between Pertamina -- PT.
