Rumah Sakit Kepolisian Pusat Raden Said Sukanto yang disebut Rumah Sakit Sukanto adalah badan pelaksana pada Dinas Kedokteran dan Kesehatan Polri. Salah satu kegiatannya adalah menyelenggarakan perawatan pasien inap, dalam tahun 1998 telah dirawat sejumlah 11436 pasien, terdiri dari pasien Dinas sebanyak 6984 orang, pasien Askes 1074 orang, pasien Jamsostek 829 orang dan pasien Umum 2549 orang.Tujuan penelitian adalah untuk mengetahui biaya total opersional Rumah Sakit, biaya satuan masing-masing Ruang Perawatan, gambaran kecukupan anggaran serta menghitung Cost Recovery Rate masing-masing golongan pasien dan pola subsidi silang baik antara Ruang Perawatan maupun antara golongan pasien. Desain penelitian adalah operasional dengan sifat Cross Sectional untuk mendapatkan gambaran pembiayaan dalam operasional rawat inap. Tehnik pengumpulan data dengan menghitung kebutuhan material pada penyelenggaraan rawat inap kurun waktu 1(satu) tahun dan meng-konversi-kan dalam bentuk biaya total dan biaya satuan.Dari hasil penelitian didapat biaya total operasional rawat inap sebesar Rp 2,059,979,644.80 dan biaya satuan pada Ruang VIP Rp 70,532 Ruang Kelas I Rp 26,875, Ruang Kelas 2 Rp 32,134 dan Ruang Kelas 3 rata-rata Rp 38,777. sedang biaya penggunaan obat selama kurun satu tahun sebanyak Rp 4,508,350,527. Dukungan anggaran Dinas untuk pembiayaan operasional rawat inap hanya 41% dan dukungan obat Dinas untuk kebutuhan obat pasien Dinas hanya 25.30%. Golongan pasien Askes memberikan defisit pada semua Ruang Perawatan dengan CRR 45%, golongan pasien Jamsostek memberikan hasil surplus dengan CRR 164%, golongan pasien Umum memberikan hasil surplus dengan CRR 101%. Bila dikaitkan dengan pasien Dinas, maka dengan tarif yang berlaku saat ini secara keseluruhan terjadi defisit pada pelaksanaan operasional rawat inap di tahun 1998 dengan CRR 82%.Dari keseluruhan hasil penelitian ini dapat disimpulkan bahwa rencana kedepan perlu dilakukan penyempurnaan pengelolaan obat Dinas, penambahan anggaran operaslonal Rumah Sakit dan tinjauan tehadap tarif yang berlaku saat ini.
Cost Analysis and Adequacy of the Operational Cost to Support the Inpatients Departement in Police Central Hospital R. Said Sukanto, Jakarta 1998, in Anticipating in Independent and Self Supporting the Indonesian Police DepartementThe Police Central Hospital Raden Said Sukanto, or Sukanto Hospital is an operating unit under the Police Medical and Health Department. In 1998 the hospital had accepted 11,436 inpatients, consisting of 6,984 patients of military, 1,074 patient of ASKES, 829 patients of JAMSOSTEK and 2,549 public patients.The aim of this research are to analyze the total operational cost of the hospital, the unit cost of each ward, the overview of the adequacy of the budgets and to calculate the Cost Recovery Rate (CRR) of each category of patients as well as pattern of cross-subsidy The study is conducted based on a cross sectional approach. To calculate all of the input materials the data was collected in one calendar year and converted into the total operating cost and the unit cost.The total operational cost was Rp. 2,059,979,644.80 ) Der year and the unit cost of VIP room was Rp 70,532, First class room Rp 26,875, Second class room Rp 32,134 and Third class room Rp 38,777 in average. The total cost of drug during the calendar year was Rp 4,508,350,527. The police budget had contributed to the total operational cost of inpatient care only about 41 % and 25.3% of the costs of the drug. The ASKES patients caused deficits to most of ward with CRR 45%, JAMSOSTEK patients achieved the surplus with CRR 164%, whereas public patients achieved the surplus with CRR 101%. For overall cost and source of fund, the inpatient department had achieved CRR 82%The study concludes that for future improvement a better plan should be made the drug management, hospital budgeting and the pricing strategy. |
