ABSTRAKPersaingan usaha dalam bidang pendidikan semakin ketat. Informasi yang akurat sangat membantu manajemen institusi dalam mengambil keputusan. Teknologi Informasi sangat berperan dalam menentukan. keunggulan bersaing karena informasi yang dihasilkan untuk menganalisis bisnis menjadi lebih akurat. Teknologi Informasi sangat diperlukan dalam mewujudkan nilai strategis keunggulan bersaing, tetapi biaya yang diperlukan untuk implementasi proyek tidak sedikit. Oleh karena itu, pada perhitungan biaya dan keuntungan investasi harus dilakukan dengan teliti.Penggunaan analisis cost-benefit traditional kurang akurat, karena justifikasi manfaat yang sulit diukur (intangible benefit) tidak begitu jelas terlihat. Metodologi Information Economics adalah konsep yang dapat membantu dalam menilai dampak ekonomis dari suatu investasi teknologi informasi, baik manfaat yang terukur (tangible benefit) maupun manfaat yang sulit terukur (intangible benefit). Dalam metodologi Information Economics ada pembagian yang jelas antara domain bisnis dan domain teknologi. Disamping itu metode ini juga menghitung Value Linking, Value Acceleration, Value Restructuring dan Innovation Valuation dari suatu proyek.Thesis ini menerapkan metodologi Information Economics dalam mengevaluasi investasi teknologi informasi dalam proyek Sistem Informasi Formulir Registrasi Studi (SI-FRS) pada Universitas 17 Agustus 1945 Surabaya. Karena proyek yang dikerjakan adalah proyek tunggal, maka perhitungan lebih difokuskan pada perhitungan ROI. Metodologi ini dapat digunakan juga sebagai acuan dalam penilaian proyek, apabila proyek yang dikerjakan lebih dari satu proyek. ABSTRACTToday, competition in the field of education is becoming very tight. Accurate information is very effective to support the management of institution in decision making. Information technology plays a very important role in determining institution's competitive advantage because the produced information used to analyze business is more accurate. Information technology is needed in realising in strategic values of competitive advantage, but the fund required for the project implementation is almost always large. Therefore, the calculation of cost and benefit of the investment must be done very carefully.The use of traditional cost benefit analysis is less accurate, because justification of intangible benefit is very difficult to measure. The intangible benefit is not clearly shown. The Information Economics methodology is a concept, which is able to assist in quantifying economics impacts of an IT investment both, the tangible and intangible benefits. In the Information Economics methodology there is a clear description about business domain and technology domain. Also this methodology takes care of Value Linking, Value Acceleration, Value Restructuring and Innovation Valuation of the project.This thesis applies Information Economics methodology to evaluate information technology investment of Study Registration Form Information System (SI-FRS) project at University of 17 Agustus 1945 Surabaya. Because the project is a single project, calculation is more focused on R0I (Return on Investment). This methodology can be used as a reference in project evaluation, for multiple projects. |
