ABSTRAKPenyakit Diabetes Melitus (DM ) cukup tinggi prevalensinya (1,5 - 2,3 % ) dan cenderung terus meningkat seiring dengan perubahan pola makan dan pola hidup masyarakat. Oleh karenanya penyakit DM perlu mendapat perhatian serius, karena penyakit ini menetap seumur hidup dengan komplikasi yang banyak ragamnya, serta dapat berakibat fatal.Pengelolaan DM terdiri dari 4 pilar, yaitu perencanaan makan, olah raga, obat - obatan dan edukasi. Edukasi bagi penderita DM dilakukan oleh berbagai disiplin ilmu antara lain melibatkan dokter, apoteker, ahli gizi dan perawat, sehingga memerlukan keseriusan dalam penanganannya.Mengingat jumlah Rumah Sakit yang melaksanakan edukasi bagi penderita DM masih terbatas jumlahnya, maka diharapkan RSUP Fatmawati yang juga berstatus sebagai Rumah Sakit Pendidikan dapat mengelola Klinik Edukasi DM secara profesional dari sisi manajemen dan pelayanan.Pada penelitian ini peneliti melakukan analisis manajemen Klinik Edukasi DM RSUP Fatmawati sejak berdirinya yaitu Mei 1995 sampai dengan Juli 1998.Penelitian ini menggunakan rancang penelitian studi kasus dengan pendekatan kualitatif. Pengecekan keabsahan data dilakukan dengan cara triangulasi metoda dan sumber data. Analisis data dilakukan dengan teknik analisa isi, kemudian hasil yang didapat dibandingkan dengan teori.Hasil penelitian menunjukkan bahwa aspek manajemen Klinik Edukasi DM RSUP Fatmawati belum dilaksanakan secara optimal. Antara lain, (1) sebagian SDM belum menjalankan tugasnya sebagaimana mestinya, (2) tidak adanya dana operasional, (3) masih kurangnya peralatan yang dibutuhkan, (4) pelaksanaan SOP belum sesuai, (5) Uraian tugas belum dilakukan dengan baik, (6) Kurangnya komunikasi dan koordinasi antara atasan dan bawahan, (7) Fungsi pengawasan dari pimpinan kurang. Hal ini semua mempengaruhi kinerja Klinik Edukasi.Diharapkan dengan dilakukannya penelitian ini dapat memberikan masukan bagi manajemen Klinik Edukasi DM, sehingga dapat meningkatkan kinerja. Dengan demikian fungsi Rumah Sakit dalam melayani masyarakat mencakup aspek promotif, preventif, kuratif dan rehabilitatif dapat dilaksanakan dengan sebaik-baiknya, khususnya bagi pasien DM. ABSTRACTAnalysis Management of Diabetic Clinical Education Fatmawati Hospital Jakarta The prevalence of Diabetic disease is quite high (1,5 - 2,3 % ) and tend to increase in line with change of eating style and life style. Due to that diabetic disease needs to get serious attention, because it will stay long life with its various complications which could bring fatal impact.Managing diabetic consist of 4 pillars, i.e ; meals planning, sports, medicine and education. The education for diabetic patient is executed by several disciplines involving physician, pharmacist, nutricist, nurses for serious handling.Considering that only few hospitals conduct education for diabetic patient , Fatmawati Hospital as a teaching hospital hope could manage the Diabetic Educating Clinic profesionally.In this research , I conduct a management analysis of the Education Diabetic Clinic at Fatmawati Hospital, since its established in May 1995 until July 1998.This research is made by using Case Study design with a qualitative approach . Data validation was done using triangulation of method and data sources. The data analysis was done with Content Analysis techniques, and were compared by the theory afterwards.The research shown that the management aspects was not conducted properly in the Diabetic Clinical Education of Fatmawati Hospital. For instance, (1) a few staff in the diabetic clinic were not doing their job very well, (2) there is no operational budget, (3) this clinic face a problem causing by needed equipment, (4) the standard operating procedure has not been followed properly , (5) the job description were not doing well yet, (6) the coordination and the communication between the manager and the staff were not doing well, (7) the manager has not been a function control yet. and lack of the controlling function manager. These were influenced the diabetic clinic performance.Hopefully, this research could give a feedback to the management of the diabetic clinic, in order to increase their performance. So the hospital could fulfil its functions as a promotion, prevention, curative and rehabilitation facility, especially for the diabetic patients. |
