Pendidikan tenaga kesehatan diselenggarakan untuk memenuhi kehutuhan tenaga kesehatan, baik dalam jumlah, jenis dan mutunya sesuai dengan kebutuhan program kesehatan dan kebutuhan pasar kerja.Pendidikan tenaga kesehatan diarahkan agar lulusannya memiliki pengetahuan, keterampilan dan sikap professional serta sistem nilai yang diperlukan untuk mampu melaksanakan tugas dan fungsinya serta mampu bersaing untuk merebut pasar kerja global bahkan menciptakan peluang kerja bagi tenaga kesehatan lainnya.Agar penyelenggaraan pendidikan tenaga kesehatan berlangsung sesuai dengan ketentuan, dan dapat menghasilkan lulusan yang profesional di bidangnya, Pusat Pendidikan Tenaga Kesehatan telah berupaya meningkatkan kualitas penyelengaraan pendidikan tenaga kesehatan melalui akreditasi institusi.Penelitian ini ingin mengetahui tentang hubungan akreditasi dengan mutu lulusan Program Pendidikan Tenaga Kesehatan di Propinsi DKI Jakarta tahun 2002. Metode penelitian crossectional berlokasi di DKI Jakarta, menggunakan data sekunder yang diperoleh dari Pusat Diknakes dan institusi pendidikan, waktu penelitian 7 Juni s/d 7 Juli 2003, populasi penelitian semua institusi pendidikan D III baik milik Depkes, ABRI dan swasta yang menyelenggarakan ujian akhir program (UAP) dan telah terakreditasi.Hasil penelitian diperoleh gambaran mutu lulusan Program Diploma III Pendidikan Tenaga Kesehatan di Propinsi DKI tahun 2002 adalah sebagai berikut: rata-rata IP Semester lulusan adalah 2,78, rata-rata nilai UAP yaitu 3,052, dan rata-rata nilai IPK adalah 2,936, nilai akhir akreditasi JPT diknakes di DKI adalah 79,59, hubungan antara akreditasi dengan indeks prestasi, UAP, IPK dan hubungan komponen akreditasi dengan program pendidikan tidak menunjukan hubungan yang bermakna pada alfa 5%, namun terdapat perbedaan yang bermakna pada rerata nilai akreditasi komponen lintas sektoral berdasarkan jenis Diknakes (Kebidanan, keperawatan dan lainnya), rerata nilai komponen sarana prasarana, situasi umum dan nilai akhir akreditasi pada jenis program (program umum dan program khusus), rerata nilai komponen ketenagaan, sarana prasarana dan nilai akhir akreditasi berdasar status kepemilikan (Pemerintah dan Swasta) serta rerata nilai IPS dan IPK berdasar jenis program.Kondisi tersebut dapat disebabkan oleh proses penyelenggaraan pendidikan yang belum sesuai dengan kaidah-kaidah yang ditetapkan, input kurang baik, tenaga dosen yang tidak tepat, materi pengajaran kurang cocok, sarana penunjang yang kurang memadai dan sistim administrasi kurang tepat. Lahan praktek, proses pendidikan dan pengajaran yang masih belum sesuai.Kesimpulan hasil penelitian ini adalah rata-rata nilai akreditasi secara umum masih rendah, tidak ada hubungan antara komponen-komponen dengan mutu lulusan baik rerata IPS, UAP maupun IPK. Berdasarkan hasil penelitian penulis menyarankan perlunya standardisasi IPK, pembenahan dalam berbagai komponen akreditasi, ujian akhir program dan proses penyelenggaraan pendidikan.Pustaka 36 (1980 - 2003) Analysis on Relationship between Accreditation Scores to Quality of Graduates from Diploma III of Health Manpower Education in Province of Jakarta, year of 2002Health manpower education is provides health manpower, in terms quantity, type, and quality for health programs and also market demand. Health manpower education directed to graduate health professionals which have good skills and knowledge for competition in global market even to create job opportunity for other health professionals.In order to ensure health manpower education program as expected, The Center of Health Professional Education continually improve quality of health manpower education program through institutional accreditation system.This study objective is to find out relation between accreditation and quality of graduate of Health Manpower Education Program in the province of Jakarta, in the year of 2002. This study used cross sectional design and carried out in Jakarta, used secondary data gained from The Center of Health Manpower Education (Pusdiknakes). The time of study is from June 7th to July 7'h, and study population is all Diploma III institutions belong to Department of Health, military owned, and privates which have carried out program's final examination (UAP) and have been accredited.Based on the results of this study, description of quality of graduate Diploma III program of Health Manpower Education in province of Jakarta is following; average of grade index semester (IP) is 2,78, average of UAP is 3,05, and average of GPA is 2,936, total of JPT accreditation scores of Diknakes in province of Jakarta is 79,59, relation between accreditation with IP,UAP, IPK and relation of accreditation components with education program have no significant relationship in a =5%, but there is a significant relationship on average scores of inter sector accreditation components based of type of Diknakes (midwifery, nursery, etc..), average scores on facility and infrastructure, general situation, and final scores of accreditation on type of programs (general program and special program), average scores on manpower, facility and infrastructure, and final scores of accreditation based on ownership status (government and privates), and average scores on IPS and IPK based on type of programs.This condition could be caused by educational processes that did not conform norm that has been determined, have no better input, lecturer, inappropriate education material, inadequate infrastructure and administration system non suitable.Conclusion of this study is average scores of accreditation in general is still low, no relationship between components with quality of graduates in terms of IPS, UAP, or IPK. Based on the results, it is recommends that there should be IPK standardization, restructuring the components of accreditation, final examination of program and educational processes. |
