Abstract
This research discusses deterrent theory (Zimring and Hawkins) particularly general deterrence that is the prevention measures by way of enforcing criminal law system which brings about fear. In relation to the existing criminal law system for Indonesian police, the writer seeks the relationship between the influence on behavior and Attitude of the police officers and the data collecting method quantitatively and qualitatively. However, the result shows that there is no change of attitude, because the anticipated threat of deterrence does not really occur or just in imagination, as it is stated by Collins concerning the Perception and risk which determines the degree of such deterrent effect...
