Sungai Bengawan Solo adalah Sungai terpanjang di pulau Jawa,mengalir dari bagian selatan Jawa Tengah sampai ke bagian utara Tama Timur. merupakan sumber daya air yang cukup potensial cagi masyarakat daerah aliran sungai dalam memenuhi kebutuhan rumah tangga, pertanian dan irigasi, industri dan wisata dan olah raga air. Walaupun sungai Bengawan Solo memiliki segi positif yang daps: dimanfaatkan sebagai sumber air untuk penyediaan air baku berbagai kebutuhan hidup, namun memiliki segi negatif yaitu banjir pada mu.stm hujan, pada musim kemarau mengalami kekeringan serta memiliki derajat erosi dan sedimentasi yang cukup tinggi_ Sejalan dengan era reformasi dan otonomi daerah ditetapkanlah Keputusan Presiden Nomor 129 Tabun 2000 tentang Penetapan PIPWS (Proyek lnduk Pengembangan Wilayah Sungai) Bengawan Solo, sebagai institusi yang bertanggung jawab dalam pengelolaan sumber air Bengawan Solo. Dengan telah beroperasinya PIPWS Bengawan Solo, segi negatif (kerugian) dari keberadaan sungai Bengawan Solo yaitu kelcurangan air clan kelebihan air bagi masyarakat daerah aliran sungai dapat ditanggulangi.Penelitian ini bertujuan untuk mengetahui dan menganalisis tingkat kepentingan masyarakat terhadap sumber air sungai Bengawan Solo dan tingkat kinerja yang telah ditunjukkan oleh PIPWS Bengawan. Solo metode penelitian yang digunakan yaitu importance and performance analysis yaitu suatu pengukuran yang membandingkan tingkat kepentingan dengan tingkat kinerja. Pengukuran can pengumpulan data dengan skala liken (1 - 5).Kesimpulan dari hasil penelitian menunjukkan bahwa tingt-at kepentingan masyaraka. terhadap sumber air Sungai Bengawan Solo rata-rat.. cukup penting mengingat air diperlukan dalam berbagai sektor kehidupan dan keberadaannya tidak dapat diganikan oleh cumber daya yang lain, sedangkan kinerja yang ditunjukkar. aleh PrPWS Bengawan Solo rata-rata dalam kategc? ? cukup baik. Kecuali ada bebarapa hat yang dicernukan harapan masyarakat beluin cukup tinggi penting tetar, kinerja berlebih vaitu kebutuhan air untuk wisata dan -lab raga air nienunjukkan kinerja berlebih tetapi harapan atau keinginan masyarakat kurang penting. Perlu adanva evaluasi terhadap kinerja PIPWS Bengawan Solo se'ningga tingkat kepentingan masyarakat dapat disesuaikan dengan kinerja yang di tunjukkan.
Bengawan Solo River, the longest river in Java Island, flows from southern part of Central Java towards the northern part of East Java. It is quit potential as the water resource used by the people surrounding who live allong the riverside area in order to meet their household needs, agriculture, irrigation, industry, tourism and water sports. In one hand, Bengawan Solo river is beneficial for the people who use it as water resource of raw water supply for their daily needs; on the other hand, it also bring negative impact to the people, because the river floods at rainy season, and it dries out dry season. In addition, it also has a high level of erosion and sedimentation as well. In line with the development of reform era and the regional autonomy. the president has stipulated Presidential decree No: 129/2000 on the establishment of PIPWS (Proyek Induk Pengembangan Wilayah Sungai= Main Project on the River Area Development) Bengawan Solo, as the formal institution who is responsible for managing water resource of Bengawan Solo river, that is the lack of water or the flood happened to the people who live along the river area can be reduced or overcome.This research is aimed at studying and analyzing the importance of people's interest on water resource of Bengawan Solo River and of the performance played by PIPWS Bengawan Solo in managing the water resource. The method used in conducting this research is by collecting data using questionnaires with Liker scale, while processing and analyzing data are based on quantitative and qualitative approach with statstic model formula: " Importance and Performance Analysis" (Analisis tingkat kepentingan dan kinerja). The result of this research is supposed to be a useful contribution for the people along the riverside area. who need to maintain the perpetuation of the water resource and for the PIPWS Bengawan Solo as well. in improving a better performance in the future.As the result of this research I may conclude that Bengawan Solo water resource has important role to the people's interest since the water of this river badly needed in various sectors of peoples life and other resources cannot replace it: while the performance played by PIPWS Bengawan Solo is in a good category. In order to anticipate the improvement or' the people's life as well as die development in all aspect of life. PIPWS Bengawan Solo needs to evaluate and to improve its performance. therefore. it could achieve its goal effectively and efficiently. especially in managing the water resource in the !inure. For the people who live along the riverside area. should actively be involved in making efforts for a better and healthier life by insuring a continuing water supply. |
