Tinjauan literatur ini dibuat untuk memetakan pembahasan terkait bantuan luar negeri Australia. Bantuan luar negeri Australia menjadi studi kasus yang menarik karena dinamikanya yang unik. Periode Golden Consensus menjadi periode emas bagi bantuan luar negeri Australia karena meningkatnya anggaran bantuan luar negeri Australia. Namun, sejak berakhirnya periode Golden Consensus, anggaran bantuan luar negeri Australia terus mengalami penurunan dengan Asia Tenggara dan Pasifik sebagai kawasan penerima bantuan luar negeri terbesarnya. Di sisi lain, pengaruh Tiongkok di kawasan Asia Tenggara dan Pasifik terus meningkat. Penulis menggunakan metode taksonomi dalam pemetaan literatur dengan membagi 21 literatur utama ke dalam tiga tema besar yang meliputi: (1) motivasi bantuan luar negeri Australia; (2) karakteristik bantuan luar negeri Australia; dan (3) efektivitas bantuan luar negeri Australia. Tinjauan literatur ini menemukan dua konsensus dan satu perdebatan dari ketiga tema besar tersebut. Konsensus tersebut meliputi pembahasan mengenai motivasi dan efektivitas kebijakan bantuan luar negeri Australia. Sedangkan, perdebatan hanya terdapat pada pembahasan mengenai ragam motivasi utama bantuan luar negeri Australia. Selain itu, terdapat dua kesenjangan literatur yang penulis temukan. Pertama, konteks analisis mengenai efektivitas bantuan luar negeri Australia hanya mengacu pada pembangunan di negara penerima. Kedua, kurangnya pembahasan dengan menggunakan paradigma strukturalisme. This literature review was created to present a mapping of the academic literature dealing with Australian foreign aid. Australian foreign aid is an interesting case study because of its unique dynamics. The Golden Consensus period became a golden period for Australian foreign aid due to an increase in Australia's foreign aid budget. However, since the end of the Golden Consensus period, Australia's foreign aid budget has continued to decline with Southeast Asia and the Pacific as the region's largest recipients of foreign aid. On the other hand, China's influence in Southeast Asia and the Pacific region continues to increase. The author uses the taxonomic method in mapping the literature by dividing 21 main literatures into three major themes which include: (1) the motivation for Australian foreign aid; (2) the characteristics of Australian foreign aid; and (3) the effectiveness of Australia's foreign aid. The findings presented in the literature review consist of two consensuses and one debate. The consensus includes discussions on motivation and effectiveness of Australia's foreign aid policy. Meanwhile, the debate only revolves around the discussion of the various of main motivations for Australia's foreign aid. In addition, the authors found two gaps in the literature. Firstly, the context of the analysis regarding the effectiveness of Australia's foreign aid only refers to development in the recipient country. Secondly, there is a lack of discussion on Australia's foreign aid using the structuralism paradigm. |
