Penelitian ini menganalisis rasionalitas Indonesia pada era kepemimpinan Jokowi tahun 2014-2019 dalam mereplikasi model Developmental State (DS). Dengan mengidentifikasi kebijakan-kebijakan pembangunan pemerintah dalam menjalankan elemen dan fitur yang dikembangkan dalam kerangka model DS. Setelah memahami rasionalitas pemerintah dalam menjalankan DS untuk mempercepat laju pertumbuhan ekonomi, penulis turut menganalisis bentuk hubungan negara-bisnis yang terjadi dalam proses pembangunan nasional khususnya pada salah satu industri prioritas nasional yaitu TPT. Serta melihat bagaimana hasil dari intervensi negara terhadap industri nasional yang berorientasi pada pertumbuhan. Tesis ini menggunakan metode kualitatif dengan melakukan analisis dari data-data primer yang didapat dari sumber utama dengan menggunakan teknik wawancara. Dalam menganalisis studi kasus TPT, penulis membangun model ideal yang dihimpun dari beberapa cendekia yang mengembangkan model DS seperti Johnson, Evans, Leftwich, serta beberapa peneliti lain. Berdasarkan empat variabel model ideal DS, penulis menemukan bahwa Indonesia di era Jokowi menerapkan model DS dalam orientasi dan intervensi pembangunan dengan variasi dan karakter tersendiri baik dalam hal birokrasi yang meritokrasi, lembaga yang memiliki otonomi relatif, maupun hubungan pemerintah dengan pebisnis/swasta. Atas dasar tersebut tesis ini menyimpulakan kondisi DS di era pemerintahan Jokowi I menunjukkan performa DS yang berupaya beradaptasi dengan model pembangunan baru di Indonesia yang berfokus pada pertumbuhan ekonomi tinggi dengan bertumpu pada penguatan industri, namun juga berpotensi menjadi “model DS formalistis” jika pada periode selanjutnya tidak tercapai performa DS yang ideal. This research analyzes Indonesia's rationality during Jokowi's leadership era in 2014-2019 in replicating the Developmental State (DS) model. By identifying government development policies in carrying out the elements and features developed in the DS model framework. Following the understanding of government rationality in replicating DS model to accelerate the pace of economic growth, the author also analyze the form of state-business relations that occur in the national development process, especially in one of the national priority industries, namely Textile and Textile Products Industry. As well as seeing the results of state intervention in growth-oriented national industries. This thesis uses a qualitative method by explaining primary data obtained from primary sources using interview techniques. In analyzing the Textile and Textile Products Industry case study, the author developed an ideal model that was compiled from several scholars who developed the DS model such as Johnson, Evans, Leftwich, and several other researchers. Based on the four variables of ideal DS model, the author found that Indonesia in the Jokowi adopt the DS model in development orientation and economic intervention. With its own variations and characters both in terms of meritocratic bureaucracy, institutions that have relative autonomy, and government relations with business/private sector. On this basis, this thesis concludes that the DS conditions in the in the era of Jokowi I government shows the performance of DS which is trying to adapt to a new development model in Indonesia which focuses on high economic growth by relying on industrial strengthening, but also has the potential to become a "formalistic DS model" if in the next period Jokowi does not achieve ideal DS performance. |
