Tesis ini membahas tentang kebijakan produksi KompasTV sebagai stasiun televisi berjaringan di era konvergensi media. Bagaimana manajemen KompasTV mempertimbangkan berbagai faktor sebelum membuat kebijakan produksi terkait konvergensi stasiun jaringan KompasTV dan bagaimana praktik penerapannya dengan tetap mematuhi regulasi. Televisi saat ini masih mendominasi pasar media di Indonesia. Demi terciptanya demokrasi, pemerintah membuat aturan terkait Sistem Stasiun Jaringan (SSJ) bagi lembaga penyiaran yang ingin siarannya menjangkau secara nasional. Sistem ini membawa berbagai manfaat bagi khalayak. Di sisi lain, pengembangan SSJ membutuhkan biaya yang besar bagi lembaga penyiaran dan akan membawa kerugian besar pula bagi sepuluh stasiun televisi swasta nasional yang sudah berdiri sebelum terbitnya UU Penyiaran Tahun 2002. Hal berbeda terjadi pada stasiun televisi baru yang wajib mengembangkan SSJ agar mendapatkan izin bersiaran, salah satunya adalah KompasTV. Manajemen KompasTV berusaha patuh terhadap peraturan yang berlaku tapi tetap berusaha agar dapat menguntungkan secara finansial. Salah satu strategi yang diterapkan adalah dengan konvergensi. Studi ini melihat bagaimana manajemen produksi KompasTV dalam melakukan konvergensi dengan tetap menjalankan regulasi SSJ. Penelitian dilakukan dengan pendekatan kualitatif dengan wawancara mendalam sebagai metode pengumpulan data utama. Informan berjumlah empat orang dari jajaran manajemen Departemen News Network, Departemen Digital KompasTV dan seorang kepala biro. Penelitian ini mencapai kekesimpulan bahwa KompasTV telah memenuhi regulasi SSJ yang ditetapkan oleh pemerintah. Siaran KompasTV dapat menjangkau 29 provinsi melalui 36 stasiun televisi. Strategi konvergensi diterapkan di seluruh stasiun jaringan KompasTV. Platform YouTube merupakan platform yang paling menjadi perhatian, seluruh stasiun jaringan KompasTV diwajibkan memiliki dan mengelola kanal YouTube masing-masing. Konten yang diunggah sebagian besar merupakan potongan program Free To Air (FTA) baik yang tayang lokal maupun nasional. Dari segi ekonomi, strategi konvergensi tersebut memunculkan dua arus pendapatan baru, yakni dari iklan programmatic dan tawaran kerja sama dengan klien di daerah. Kebijakan produksi yang diambil oleh KompasTV berdasarkan dari berbagai faktor, beberapa faktor yang cukup memengaruhi adalah faktor dari luar media, seperti pengiklan, kontrol negara atas media, pasar media, karakteristik pasar dan kebijakan media.
This thesis discusses the production policy of KompasTV as a networked television station in the media convergence era. How does KompasTV management consider various factors before making production policies related to the convergence of KompasTVnetwork stations and how to implement them in practice while still complying with regulations. Television is currently still dominating the media market in Indonesia. For the sake of creating democracy, the government has made regulations related to the Network Station System (SSJ) for broadcasting institutions that want their broadcasts to reach the national level. This system brings various benefits to the public. On the other hand, the development of SSJ requires a large amount of money for broadcasting institutions and will also bring huge losses to ten national private television stations that were already established before the issuance of the 2002 Broadcasting Law. Things are different for new television stations which are required to develop SSJ in order to obtain a broadcasting license, one of which is KompasTV. KompasTV management tries to comply with applicable regulations but still tries to be financially profitable. One of the strategies implemented is convergence. This study looks at how KompasTV's production management converges while implementing SSJ regulations. The research was conducted using a qualitative approach with in-depth interviews as the main data collection method. There were four informants from the management of the news network department, KompasTV digital department and a bureau head. This study reached the conclusion that KompasTV has complied with the SSJ regulations set by the government. KompasTV broadcasts can reach 29 provinces through 36 television stations. The convergence strategy is implemented in all KompasTV network stations. The YouTube platform is the greatest concern, all KompasTV network stations are required to own and manage their respective YouTube channels. Most of the content uploaded is part of the Free To Air (FTA) program, both broadcast locally and nationally. From an economic perspective, the convergence strategy has created two new revenue streams, namely from programmatic advertisements and cooperation offers with clients in the regions. The production policy taken by KompasTV is based on various factors. Some of the factors that are quite influential are factors from outside the media, such as advertisers, state control over media, the media market, market characteristics, and media policies. |
