Sejak Sistem Jaminan Sosial Nasional (SJSN), program penunjang pelayanan kesehatan masyarakat telah ditetapkan. Salah satu kota yang mengembangkan Sistem Jamkesda adalah Kota Depok melalui Perda No. 03 Tahun 2010, Kota Depok menjadi salah satu kota yang menerapkan Program Jaminan Kesehatan Daerah (Jamkesda). Setelah adanya program Jaminan Kesehatan Nasional (JKN), Jamkesda Kota Depok ditiadakan. Dalam pelaksanaannya, masih ada masyarakat yang saat sakit tidak mempunyai jaminan Kesehatan sehingga dibuat adanya skema pembiayaan diluar kuota JKN dengan menerbitkan Surat Jaminan Pelayanan (SJP) dari Pemerintah Kota Depok ke Rumah Sakit. Pada Tahun 2021 terdapat peningkatan 0,8% dari jumlah pada Tahun 2020 SJP yang tertolak berjumlah 90 SJP menjadi 158 SJP pada Tahun 2021. Hal ini menunjukkan bahwa terdapat masalah dalam Program Biaya Jaminan Kesehatan Masyarakat sehingga belum diketahui faktor penyebab banyaknya pengajuan yang tertolak. Tujuan penelitian ini adalah untuk mengetahui gambaran penolakan permohonan pembiayaan pada Program Jaminan Kesehatan Masyarakat Non Kuota JKN di Kota Depok Tahun 2021-2022 pada Seksi Pelayanan Kesehatan Rujukan dan Ppembiayaan Kesehatan. Hasil penelitian menunjukkan bahwa faktor terbanyak yakni pada faktor kelengkapan berkas sebanyak 139 pemohon (36%), yang terkecil berada pada batas waktu pengajuan sebanyak 40 pemohon (10%), dan terdapat penurunan pada faktor pengecualian yang awalnya 23% menjadi 14%. Berdasarkan hasil penelitian yang telah disampaikan beberapa saran peneliti berikan yaitu membuat media informasi berupa leaflet atau brosur dengan lengkap yaitu persyaratan, alur yang jelas, adanya format yang lengkap dan jangka waktu yang jelas, di setiap unit penerima pelayanan.

In 2021 there will be an increase of 0.8% from the number of rejected SJPs in 2020 which amounted to 90 SJP to 158 SJP in 2021. This shows that there are problems in the Community Health Insurance Cost Program so that the factors causing the number of applications that are rejected are not yet known. The purpose of this study was to find out the description of the rejection of requests for financing in the Non-Quota JKN Community Health Insurance Program in Depok City in 2021-2022 in the Referral Health Service Section and Health Financing. The results showed that the highest factor was the completeness factor of 139 applicants (36%), the smallest was at the submission deadline of 40 applicants (10%), and there was a decrease in the exclusion factor which was initially 23% to 14%. Based on the research results that have been submitted, some suggestions are given by the researcher, namely to make information media in the form of complete leaflets or brochures, namely requirements, clear flowcharts, complete formats and clear timeframes, in each service recipient unit. |
