Penelitian ini ditujukan untuk memahami dominasi oligarki sumber daya alam dan state capture yang terjadi di sektor industri ekstraktif batu bara pada masa pemerintahan Joko Widodo periode 2019-2022. Melalui metode penelitian kualitatif, fokus penelitian dilakukan dengan menganalisis beberapa indikator menggunakan teori oligarki penguasa kolektif Winters dan state capture Solveig Richter. Penelitian ini mengungkapkan bahwa oligarki penguasa kolektif sektor ekstraktif batu bara semakin dominan terjadi di masa pemerintahan Jokowi. Masih terkonsentrasinya kekayaan oligarki di Indonesia yang bersumber dari penguasaan atas konsesi tambang batu bara menjadi penanda bahwa para oligarki di masa pemerintahan Jokowi identik dengan penguasaan terhadap sumber daya alam ekstraktif. Besarnya kekayaan oligarki ini sekaligus telah memperkuat pengaruh dan perannya dalam sistem politik dan kebijakan yang dilakukan pemerintah terutama terhadap kebijakan yang berdampak pada sumber kekayaan oligarki. Dalam hal ini, disahkannya UU No 3/2020 tentang Minerba menjadi penanda praktik state capture dimana sejumlah nama aktor kunci yang memiliki afiliasi dengan bisnis batu bara berhasil membuat kebijakan yang dinilai masyarakat sipil bermasalah dari segi prosedur maupun substansi, demi mengamankan sumber kekayaan batu bara yang dianggap strategis baik bagi kepentingan oligarki maupun elit politik. Dominasi oligarki dan praktik state capture ini yang pada akhirnya membuat ketergantungan Indonesia terhadap industri batu bara terus berlanjut. This research aims to understand the dominance of natural resource oligarchy and state capture that occurs in the coal extractive industry sector during the Joko Widodo era 2019-2022. Through qualitative research methods, the research focused on analyzing several indicators using the theory of collective ruling oligarchy of Winters and the state capture of Solveig Richter. This research reveals that the oligarchy of collective rulers in the coal extractive sector is increasingly dominant during the Jokowi period. The concentration of oligarchic wealth in Indonesia sourced from control over coal mining concessions is a sign that oligarchs are associated with the control of extractive natural resources. The magnitude of the oligarchs' wealth has also strengthened their influence and role in the political system and policies carried out by the government, especially on policies that have an impact on the source of the oligarchs' wealth. In this case, the passing of Law No. 3 of 2020 concerning Minerals and coal is a sign of state capture where a number of key actors who are affiliated with the coal business have succeeded in making policies that civil society considers problematic in terms of procedure and substance, to secure sources of coal wealth that are considered strategic for the interests of both the oligarchy and the political elite. The dominance of the oligarchy and the practice of state capture is what ultimately makes Indonesia's dependence on the coal industry continue. |
