Kebijakan otonomi daerah dan desentralisasi fiskal memberikan kemandirian kepada daerah untuk mengembangkan potensi yang dimiliki, preferensi dan aspirasi daerah. Pembangunan kemandirian keuangan daerah salah satunya dengan pendirian Badan Usaha Milik Daerah (BUMD). BUMD dalam menjalankan fungsinya dibebani oleh dua misi, yaitu misi pelayanan publik dan misi korporasi. Realisasi pencapaian BUMD dalam memaksimalkan penyertaan modal daerah masih tergolong lemah. Penelitian ini membahas tentang pengaruh penyertaan modal daerah dan good corporate governance terhadap kinerja BUMD DKI Jakarta. Penelitian ini menggunakan metode kuantitatif dengan teknik analisis regresi data panel berupa random effect model. Kinerja BUMD diukur berdasarkan dua indikator, yaitu kinerja keuangan dan kinerja pelayanan publik. Variabel kontrol yang digunakan yaitu umur, total asset, kepemilikan saham, return on equity, return on asset, subsidi dan harga. Hasil penelitian menunjukkan bahwa penyertaan modal daerah, good corporate governance, return on aset, umur dan total asset berpengaruh positif dan signifikan terhadap kinerja keuangan. Pada indikator kinerja pelayanan publik, good corporate governance, umur dan total asset berpengaruh positif dan signifikan terhadap BUMD. Pada sub level BUMD yang menerima penyertaan modal daerah, ditemukan return on equity berpengaruh positif dan signifikan terhadap kinerja keuangan. Begitupula dengan subsidi yang juga berpengaruh terhadap kinerja pelayanan publik.
Regional autonomy and fiscal decentralization provides independence for the regions to develop their potential, preferences and regional aspirations. Development of regional finance independence, one of which is the local-owned enterprises (BUMD). BUMD in carrying out its functions is burdened by two missions, the finance performance and public service performance. The realization of BUMD achievements in maximizing capital participation of local governance is still relatively weak. This research discussed about the impact of capital participation of local governance and good corporate governance to performance of BUMD in DKI Jakarta. This research used quantitative methods with panel data regression using the random effect model. The performance of BUMD is measured by two indicators, financial performance, and public service performance. The control variables used are age, total asset, share ownership, return on equity, return on asset, subsidies, and price. The findings of this research showed that capital participation of local governance, good corporate governance, return on asset, age and total asset affect the BUMD financial performance. In public service performance, good corporate governance, age and total assets affect the BUMD. And the sub level that BUMD that receive capital participation of local governance, found that return on equity affect on financial performance, also subsidies affect the performance of public services. |
