Prevalensi penyakit tidak menular khususnya diabetes mellitus di Daerah Khusus Ibukota Jakarta (DKI Jakarta) terus meningkat setiap tahunnya. Hal tersebut dapat dipicu karena pola hidup yang gemar mengonsumsi Minuman Bergula Dalam Kemasan (MBDK). Dalam rangka merespons permasalahan tersebut, pemerintah melalui Direktorat Jenderal Bea dan Cukai merencanakan kebijakan cukai MBDK. Namun, kebijakan tersebut belum diimplementasikan hingga saat ini, padahal sejumlah negara di Asia Tenggara sudah menerapkan kebijakan cukai MBDK. Salah satu faktor keberhasilan dalam menetapkan kebijakan adalah pandangan atau persepsi masyarakat. Penelitian ini bertujuan untuk menganalisis persepsi masyarakat DKI Jakarta atas rencana kebijakan cukai MBDK. Adapun pendekatan yang digunakan dalam penelitian ini adalah kuantitatif dengan pengumpulan data melalui survei berupa kuesioner dan wawancara sebagai pelengkap. Hasil penelitian ini menunjukkan bahwa masyarakat DKI Jakarta memiliki persepsi yang positif atas rencana kebijakan cukai MBDK. Persepsi positif didukung karena masyakarat DKI Jakarta memiliki sikap, motif, kepentingan, dan harapan yang positif atas rencana kebijakan cukai MBDK. Namun, agar kebijakan cukai MBDK dapat diterima masyarakat, peneliti menyarankan agar penyuluhan atau edukasi mengenai kebijakan cukai MBDK dan dampak konsumsi MBDK dilakukan secara rutin dan menarik, serta melakukan kajian mengenai elastisitas produk MBDK agar dapat mengetahui dampak kenaikan harga terhadap penurunan konsumsi.
The prevalence of non-communicable diseases, particularly diabetes mellitus, in DKI Jakarta continues to increase each year. This can be attributed to a lifestyle that involves a high consumption of Sugar Sweetened Beverages (SSB). In response to this issue, the government, through the Directorate General of Customs and Excise, is planning a SSB excise policy. However, the policy has not been implemented yet, even though several countries in Southeast Asia have already implemented SSB excise policies. One of the key factors in successful policy implementation is the perception of the society. This study aims to analyze the perception of DKI Jakarta society regarding the planned SSB excise policy. The research adopts a quantitative approach, collecting data through surveys in the form of questionnaires and complementary interviews. The results of this study indicate that the DKI Jakarta society has a positive perception of the planned SSB excise policy. The positive perception is supported by the fact that the DKI Jakarta society has positive attitudes, motives, interests, and expectations towards the planned SSB excise policy. However, to ensure the acceptance of the SSB excise policy by the public, the researchers suggest conducting regular and engaging education and awareness campaigns about the SSB excise policy and its impact on consumption. Additionally, studying the elasticity of SSB products is recommended to understand the impact of price increases on consumption reduction. |
