Penggunaan nitrogen cair dalam industri pangan semakin populer karena efek dramatis yang dihasilkannya. Namun, hal ini juga menimbulkan kekhawatiran terkait aspek keamanan dan perlindungan konsumen. Skripsi ini membahas mengenai pelindungan hukum terhadap konsumen yang mengonsumsi pangan olahan siap saji dengan nitrogen cair “Chiki Ngebul” atas hak-haknya yang terlanggar dengan meninjau mengenai nitrogen cair beserta kegunaannya dalam pangan, pengaruh penggunaannya terhadap kesehatan, pelanggaran regulasi oleh pelaku usaha berdasarkan masalah hukum tersebut, sanksi yang dapat dikenakan pada pelaku usaha, dan peran pengawasan serta pembinaan dari pemerintah terhadap kasus ini. Bentuk penelitian ini adalah yuridis-normatif dengan metode analisis data secara kualitatif berdasarkan data sekunder dan primer yang diperoleh melalui literatur, peraturan perundang-undangan terkait, serta wawancara. Hasil penelitian ini menunjukkan bahwa penggunaan nitrogen cair dalam produk pangan olahan siap saji hingga saat ini belum diatur melalui regulasi yang khusus. Terhadap penggunaannya pada pangan olahan siap saji seperti “Chiki Ngebul” dapat menimbulkan beberapa risiko dan permasalahan kesehatan. Diperlukan upaya yang terus-menerus dalam mengawasi dan mengontrol penggunaan nitrogen cair pada produk pangan olahan siap saji. Regulasi yang jelas dan ketat, termasuk pemantauan produksi dan inspeksi produk, serta penyuluhan kepada produsen dan konsumen tentang risiko dan tindakan pencegahan yang tepat, sangat penting dalam menjaga keselamatan dan kepuasan konsumen. The use of liquid nitrogen in the food industry has become increasingly popular due to its dramatic effects. However, it also raises concerns regarding safety and consumer protection. This thesis discusses the legal protection of consumers who consume ready-to-eat processed food products with liquid nitrogen, specifically focusing on the case study of "Chiki Ngebul". This research adopts a juridical-normative approach with qualitative data analysis methods based on secondary and primary data obtained from literature, relevant legislation, and interviews. The analysis examines the use of liquid nitrogen in food, its impact on health, violations of regulations by business operators related to legal issues, sanctions that can be imposed on these operators, and the role of government supervision and guidance in addressing this case. The research findings indicate that the use of liquid nitrogen in ready-to-eat processed food products, such as "Chiki Ngebul," is not currently regulated specifically. This lack of regulation poses risks and health issues for consumers. Continuous efforts are needed to monitor and control the use of liquid nitrogen in ready-to-eat processed food products. Clear and strict regulations, including production monitoring and product inspection, as well as education for both producers and consumers about the risks and proper preventive measures, are crucial in ensuring the safety and satisfaction of consumers. The government plays a significant role in supervision and guidance regarding this case. Effective oversight and enforcement of sanctions against business operators who violate regulations can promote compliance. Guidance and support should also be provided to producers to enhance their awareness and knowledge of the proper use of liquid nitrogen in food products. In conclusion, this thesis emphasizes the legal protection of consumers who consume ready-to-eat processed food products with liquid nitrogen, particularly focusing on the case of "Chiki Ngebul." The research highlights the need for clear and strict regulations, monitoring and inspection of production, as well as education for producers and consumers to address the risks and ensure consumer safety and satisfaction in consuming ready-to-eat processed food products using liquid nitrogen. |
